Director 3M Pittsboro Daniel Christman 4191 NC 87 South Monocure, NC 27559 NORTH CAROLINA Environmental Quality June 27, 2024 Subject: Compliance Evaluation Inspection Permit # WQ0020808 Facility: 3M Pitttsborough Plant Domestic Wastewater and Reclaimed Water System Chatham County Mr. Christman, On January 24, 2024, Jim Westcott from the Raleigh Regional Office visited the 3M Company Wastewater Treatment and Reclaimed Water Utilization Facility system to evaluate compliance with the subject permit. The assistance of the ORC, Randall Jarell, Daniel Christman and Andrew Miller was appreciated at the time of inspection. The facility is permitted for the operation of a 5,900 gallon per day (GPD) reclaimed water generation, dedicated utilization, and conjunctive utilization facility consisting of the: continued operation of a reclaimed water generation systems consisting of a 10,500-gallon flow equalization tank with two 40 gallon per minute (GPM) transfer pumps; an influent flow meter; a ZeeWeed®/ZenoGem® wastewater treatment system consisting of a 3,000 gallon aerobic reactor chamber, a 3,000 gallon anoxic chamber with pH adjustment system, and a filter chamber with two cassettes of 0.1 micron hollow fiber membranes; a 1,000 gallon sludge holding tank; two 91 cubic foot per minute (CFM) blowers; two 15 GPM pumps to convey permeate from the filter chamber to the back -pulse system or the disinfection system; a 100 gallon back -pulse tank to clean the membrane filters with two 30 GPM pumps; a 15 gallon hypochlorite tank and a % GPM chemical metering pump; an ultraviolet (UV) disinfection system with two UV units, and two 15 GPM recirculation pumps; a turbidimeter; a 32,000 gallon storage tank with two 6 GPM pumps; an effluent flow meter; and all associated piping, valves, controls, and appurtenances; the 480 gallon per day (GPD) wastewater treatment and spray irrigation facility consisting of a 1,250 gallon baffled septic tank with an effluent filter; a 1,000 gallon pump tank; dual 210 square foot (ft2) sand filters; a tablet chlorination system; a 1,578 gallon storage tank; a 2,440 gallon pump tank; 580 linear feet (LF) of %-inch force main; a 0.23-acre spray irrigation area with five spray heads; and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. Division records indicate the required annual fee for the period ending April 30, 2025, due May 11, 2024, has been paid. Findings during the inspection were as follows: The reclaimed waters generated from the City of Pittsboro Reclaimed water distribution system including the on -site wastewater treatment system which treats discharge waste from the 3M building are used in the mill and cooling towers for the manufacturing of granulated materials applied to roofing shingles. The system generates an average flow of 1200-1800 GPD. The receiving water entering the facility from the City of Pittsboro has an in -line turbidity meter to monitor the process water quality to the 27,000-gallon reclaimed storage tank. Water quality above 6 NTU will secure the reclaimed water flow and transfer directly to potable water. A permissive allows for direct transfer through automatic backflow prevention device to supply potable water to the facility. The current ORC and backup ORC records were available for review. Dissolved oxygen and pH meter are calibrated by the ORC daily. All permit required NDMR were available for review and no discrepancies were noted. Monthly monitoring reports and annual inspection log from 2002 to the date of inspection were thorough and complete. The Operation and Maintenance Plan was recently updated by Arcadis. The plan was detailed covering all aspects of the facility operations. Wastewater Preventative Measures (PM) log, water pressure reduction valve certification, quarterly plant water pressure PM's and manual backflow prevention check valve certification documentation was available for review from 2016 to the date of inspection. The Work Order system was developed by SAP and detailed all pertinent required and emergency maintenance methods and procedures. All reclaimed water piping was appropriately labeled and color coded. Eurofin conducts all permit required lab analysis. Atlantic Environmental conducts influent magmeter flow meter calibrations. The previous field calculation date was 8/22/23. The Ultra -violet Disinfection system consists of two banks each containing 4 modules each and cleaned annually. The membranes are removed and cleaned annually and soaked in a citric acid and hypochlorite solution for 24 hours to remove particulate buildup. The control skid has 32 in line alarms for process monitoring. Residuals from the system are transferred to the Pittsboro Wastewater Treatment Facility for processing by Forever Clean. Residuals were last removed from the system 8/ 15/23 for a total of 9,000 gallons. An on -site backup portable generator is available in the event of loss of commercial power and has a direct tie-in for line power in the event of a power loss. The control skid has an integrated auto dialer alarm monitoring system for emergency call out response. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed. Maintain all associated operational records onsite for a period of five years as required by the subject permit.
