North Carolina Department of Environmental Quality Division of Water Resources Raleigh Regional Office 3800 Barrett Drive Raleigh, North Carolina 27609 919.791.4200 January 16, 2024 Amy Rogers NP Loden Durham, LLC c/o York Properties Incorporated 2108 Clark Avenue Raleigh, NC 27605 Sent Via Email Subject: Laboratory Analytical Results for Geothermal Well Sampling Permit WI0500180 102 City Hall Plaza/200 North Mangum Street Durham, NC 27701 – Durham County Ms. Rogers: On August 8, 2023, Michael Hall, Blake Butcher, Timothy Clark, Elaine Wild, and Kristina Morales of the Division of Water Resources (DWR), Raleigh (RRO) visited the above-referenced site to evaluate compliance with regard to above-referenced geothermal well permit and to collect water samples from the geothermal well system. A follow-up site visit including Michael Hall, Timothy Clark, and Elaine Wild was required on October 27, 2023 to complete sampling. We greatly appreciate the assistance of Chris Loyd from Trademasters, who met the team on site for both site visits, and provided them with access to the wells and equipment. This compliance evaluation was in support of renewal of the geothermal well permit, which was granted December 12, 2023. The system includes three, open-loop, geothermal wells (Figure 1) used for heating and cooling of the two buildings on the property. The evaluation included: • Inspection of the well completions for well W1, W2, and W3. • Inspection of the piping and sample ports associated with the geothermal wells. • Sampling of water from the influent and effluent pipes associated with the geothermal system associated with each well. • Review of the laboratory analytical data for the sampling. During the initial site visit on August 8, only wells identified as W2 and W3 (Figure 1) could be located. Furthermore, samples could only be collected from the geothermal system identified as “1” (photographs), located in basement of the Southern building. The geothermal system identified as “2” was also located in this building, but was not operational during the initial site visit, and could not be sampled. The third geothermal system is located in the basement of the Northern building, which was not accessible during the initial site inspection. The follow-up site visit was performed following location of the well identified as W1 (Figure 1), and repair of the geothermal system identified as “2”. The team was also able to access the basement of the Northern building, and obtained a sample from the system located there, presumably associated with well W3. The well completions for W1 and W3 (Figure 1, photographs) were in good condition, with no obvious damage to the well seal or piping. The completion for W2 is located in a planter, and was filled with water during the initial site visit, presumably from the condensate pipe which discharged into the completion. This discharge was removed before the follow-up site visit, and the well completion was dry. The team observed extensive rust and corrosion of the metal vault, as well as obvious rust and pitting of the well cap (photographs). 2. The geothermal well systems in the southern building were labeled “1” and “2” (photographs) and were assumed to correspond with the wells labeled W1 and W2 (Figure 1). The system in the Northern building was not labeled at all, but was assumed to be associated with well W3. The influent and effluent ports were not identified on any of the three systems. With assistance from Mr. Loyd, the team made the assumption that the influent was the upper-most port, and the effluent the lower-most port for each system. 3. The geothermal piping seemed to be in reasonably good condition, with no obvious signs of leaking. Groundwater Sampling and Analysis Groundwater samples were collected directly from the taps for the geothermal systems (photographs). Prior to sampling, the taps were disinfected by spraying them with isopropyl alcohol to avoid contamination of the total and fecal coliform samples. Samples were collected directly from the tap into laboratory sample bottles which were pre-preserved, when necessary. Following sampling, water quality measurements were collected using an InSitu SmarTroll©. For these measurements, water was allowed to discharge to a container, which overflowed into a floor drain. The water quality probe was placed in the container to obtain a measurement from the free-flowing water. Water quality measurements were recorded, along with other relevant information, on Water Sample Collection and Submittal Forms (attached). Samples were labeled, placed in a cooler with ice, and hand delivered to the North Carolina Department of Environmental Quality Laboratory for analysis. Laboratory analyses (attached) indicated that most of the target analytes were present at concentrations below the North Carolina Groundwater Standard (15A NCAC 02L), with the exception of total and fecal coliform, iron, and lead (Table 1). Specifically, the following results were noted: • Fecal and Total Coliform - Concentrations were above the North Carolina Groundwater Standard in all samples analyzed. While cross contamination is possible even with disinfection of the sampling ports, it is also possible that there are coliform present in the wells and geothermal system. • Iron – Concentrations were above the North Carolina Groundwater Standard in all samples analyzed. Iron has been detected consistently, at similar concentrations, in samples collected during previous inspections, and is found at similar concentrations in both influent and effluent samples. Iron is a naturally-occurring constituent, and given the historical trends as well as the similarity of concentrations between influent and effluent samples, the elevated concentrations do not appear to be indicative of impact. • Lead – Lead was found at a concentration 15 micrograms per liter (ug/l) in the effluent sample for Well 3. This concentration is equal to the Groundwater Standard, and almost four times the concentration for the influent sample (4 ug/l). This constituent was detected at concentrations near the Groundwater Standard during previous sampling events. Required Response As indicated in the permit renewal letter from Blake Butcher (December 13, 2023), you have been requested to provide the following within 90 days (March 13, 2024) of the permit renewal letter date: 1. Contact the RRO and verify the correct nomenclature of the wells and their locations. The attached map indicates our current understanding of the names and locations of these wells. 2. Identify and label all the wells and their sample ports and provide the RRO with proof (photograph of the wells and sample ports, or additional inspection) that this has been done. 3. Have a licensed well driller inspect the vault and well seal for W2, make repairs as necessary, and provide a written verification to the RRO summarizing these repairs and affirming that the vault and well seal are sound. The DWR strongly recommends either removal of the planter from this area, or reconstruction of the vault to prevent water from entering the vault. 4. Ensure that the vault for W1 is readily accessible. In addition, based on the laboratory analytical results received, the RRO requires the following: 1. Take steps to verify the laboratory analytical results for coliform. If the wells and geothermal systems are found to contain coliform, have a licensed well driller disinfect the wells and geothermal systems, and verify that the seals for all of the wells are sound, and do not allow infiltration of surface water.
