Continue the operation of the existing wastewater treatment facilities consisting of two (2) parallel .05 MGD oxidation ditches, two (2) parallel final settling tanks with sludge return, effluent chlorination, post aeration, and waste sludge handling facilities; and .2. Discharge from said treatment works at the point of the existing discharge into Dunn's Marsh Swamp, classified Class "C" Swamp, in the Lumber River Basin. A. The permittee shall achieve compliance with the effluent limitations -specified for discharges in accordance with the fol.lowing schedule_ The permittee shall be in compliance with final -effluent limits -on the effective -date of this Permit'and.shall remain -in compliance .until the expiration of this Permit. 2. No later than 14 calendar days following a date identified in the. above schedule of compliance, the permittee. shall submit either a report of progress or, in the case of specific actions being required by identified 4. dates,a written notice of compliance or noncompliance. In the latter . case, the notice shall include the cause of noncompliance, any remedial actions taken, and the probability of meeting the next scheduled requirement. Previous Permits All previous State water quality permits issued to this facility, whether for construction or operation or discharge, are hereby revoked by issuance of this permit. Receipt of the permit constitutes notice of such action. The conditions, requirements, terms, and provisions of this permit authorizing discharge under the National Poll-utant Discharge Elimi- nation System governs discharges from this facility. C. Construction No construction of wastewater treatment facilities or additions thereto shall be begun until Final Plans and Specifications have been submitted to the Division of Environmental Management and written approval and Authorization to Construct has been issued. If no objections to Final Plans and Specifications has been made by the DEM after 30 days following receipt of the plans, the plans may be considered approved and construction authorized. D. Certified Operator . . Pursuant to Chapter 90A of North Carolina General Statutes, the permittee shall employ a certified wastewater treatment plant operator in responsible charge of the wastewater treatment facilities. Rowevs3r, at such time as when this;facility does start producing 91u4e09�i. the town has designated farmers in the area who have requested that they be -given the sludge that has been removed from the sludge drying beds for utilization on their land as a fertilizer. However;�tha.'1owu of Parkton is participating in a 201 Facilities Planning Process which should assist the town in correcting this problem. ; !: On July 16, 1980 a request for extension of Permit Number 11CO026921 was received by the Fayetteville Regional Office. This Permit was originally Issued to the Town of Parkton on Jul 15, 1976 and w111 expire on December 31, 1980.
