1. The Town. of Parkton ,is presently permitted - fokl a daily -floe of .1 :MGD.
`Wet weather flows- at this facility will typica�ly .!pxceed• thedaily
limit. Engineers for the Town, Koonce, Noble and�Associates# are in
jai: l the process_ of - developing a program to elimia the infiltration"
problems faced, -by the Town.
Also, they Town has,requested that the daily flaw ihnitation'be
increased` -from :1. MGD to .2 MGD. Computer Analysis of this plant
has been run by the Comp_;'3ance .Overs3�Pit Gxoup � Ae results indicstea
that this facility should;'be� capable of meeting effluent limits at _
flows even` greater" than .2 MGD. A�`•
2. Effluent limitationd most recently developed lid Technical Services for
this facility are considerably more stringentAChar-the. limits in the
existing permit. It is; however, our opinion',tthat�the. facility can
achieve these limits with the proper operation`' lan4lkaidtenance of the
plant. •. A copy of the final limits are . attache.' fear winter and summer
periods=based.on a flow of 0.2 MGD. It is recarmended that these
limits tie incorporated in the new,parmit at a.flowjof 0.2 MGD.

Thi;is letter is to request that the flow limit for Parkton's NPDES permit be
increased to 0.200 MGD. The wastewater treatment plant:has the capacity to
handle this flow without problems.
The; existing plant has the following capacities:
Oxidation ditches - 2 @ 6967 C.F.
Clarifiers - 2 @ 12' Diameter
Clarifier Contact - 1 @ 420 C.F.

A flow of 0.200 MGD would have the following operating conditions:
Aeration Detention Time - 12.5 hours
Clarifier Overflow Rate - 884 gpd/s.f.
? Chlbrination Detention Time - 23 minutes
