Thank you for your letter dated November 20, 2007 in which you inform us of your recent
site inspection of the Helmsdale at Landfall site. As you mentioned in your letter, work on this tract
has not yet begun. The developer cannot begin work until the proj ect receives approval from the City
of Wilmington, which will not occur until the sewer moratorium is lifted. Please note that the wetland
preservation documents have not yet been recorded because the plats have not been recorded. Plats
cannot be recorded until the City approves the site plan.
