the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I

Timmons Group is pleased to submit the following Fast Track Sewer Extension Application on behalf of the`Town of
Clayton.This review is for the installation of 8-inch gravity sewer. This project includes the installation of
approximately 1,884 FT of sewer. The planned limits of disturbance are approximately 1.93 acres.
The sewer will replace the existing Starmount Pump Station(Permit#WQ0021392). Once the sewer is permitted,
built, and certified,the Town of Clayton will request a formal recession of the permit listed above stating they are
decommissioning the pump station. The Regional Office will be notified to perform a site inspection to verify the new
sewer exists and is in use, as well as that the pump station has been shut down.

Dear Mr. Pasha,
We received comments via email on April 18, 2024 for the Starmount Pump Station Decommissioning.
Below are our responses:
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project
number in your response.
Response: No this is not an ARPA funded project.
2. As this project is subjected to carry flow from the Starmount Pump Station, section VI.7
and 8 of the FTA needs to be completed to describe the source and amount of the flow.
Please be aware that the pump station will be decommissioned and recession of permit
WQ0021392 will be accomplished upon submission and approval of a complete
application for the newly proposed sewer line.
Response: Section V1.7 and 8 of the FTA have been completed. See attached document (page
2 of FTA). An approved flow reduction letter has also been attached.
3. Topographical map and/or the aerial map provided are not sufficient. Topo map is too
zoomed out to see anything. According to Section F of the Application Instructions, an
8.5-inch x 11-inch color copy of a USGS Topographic Map needs to clearly identify the
project area, including the closest surface waters, general location of the gravity sewer,
pumpstations, and force mains, and the downstream connection points for the receiving
sewer. Also please indicate the direction of flow. Please make sure to include specific
legends for the pump station that will be decommissioned.
Response: An 8.5"x 11" aerial map with the project location is attached. An 8.5"x 11"
topographic map is also attached. The topo map includes the location of the proposed gravity
sewer, location of the Starmount Pump Station, location of the closest surface waters, the
direction of flow, and location of the downstream connection point to the existing gravity sewer.
An aerial map with the same labels is also included.

On January 3, 2001, the Division of Water Quality received your flow reduction request for new
single-family dwellings in the Town of Clayton. The letter requests approval of a residential flow value of 250
GPD/residence for any future dwellings that may become tributary to the subject wastewater collection system.
The Division also received additional information on April 3,2001
The information provided flow records between January 1998 and November 2000 for the WWTP.
The evaluation also included the daily wastewater flows for a 33 day period from February 19 through March
23, 200I for a select 97 homes in accordance with 15A NCAC 2H .0219(1)(3).
Based upon the information submitted,the Division hereby approves the use of 250 GPD per single-
family residence in all applicable non-discharge permit applications for future sewer line extensions for the
Town of Clayton. This consideration applies to any applicable future projects submitted to the Division as well
as any projects which are currently under review. Regardless of the adjusted design daily wastewater flow rate
at no time shall the wastewater flows exceed the effluent limits defined in the Town's NPDES permit for the
treatment faci lity or exceed the capacity of the sewers downstream of any new sewer extension.

Hello Joshua and Bill,
After reviewing the Fast Track Sewer System Extension Application for Startmount Pump Station
Decommissioning, additional information is required in order to further process the application. Please
provide the following information by May 17, 2024, and note that the requested information must be
submitted within 30 days of this request, or the applicant will be required to submit a new application
and application fee in accordance with 15A NCAC 02T .0107.
1. Is this an ARPA funded project? If so,-please include the DWI assigned ARPA project number in
your response.
2. As this project is subjected to carry flow from the starmount pump station, section V1.7 and 8 of
the FTA needs to be completed to describe the source and amount of the flow. Please be aware
that the pump station will be decommissioned and recession of permit WQ0021392 will be
accomplished upon submission and approval of a complete application for the newly proposed
sewer line.
3. Topographical map and/or the aerial map provided are not sufficient. Topo map is too zoomed
out to see anything. According to Section F of the Application Instructions, an 8.5-inch x 11-inch
color copy of a USGS Topographic Map needs to clearly identify the project area, including the
closest surface waters, general location of the gravity sewer, pumpstations, and force mains, and
the downstream connection points for the receiving sewer. Also please indicate the direction of
flow. Please make sure to include specific legends for the pump station that will decommissioned.

15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to make it
complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be returned as
incomplete. Any resubmittal of a returned application shall be accompanied with a new
application fee"

2023[as stipulated in the 2023 House Appropriations Act, House Bill 259, Water Quality and
