A. (1). EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS (Initial)

During the period beginning on the effective date and lasting untilJune 30, 1977,
the permittee is authorized to discharge from outfall' serial number001. Such
discharge shall be limited and monitored by the permi.ttee as specified below:

The temperature shall be such as to not cause a temperature in the.receiving stream of 50F
above ambient stream water temperature, and shall be monitored weekly via grab sample from
the effluent.
The pH shall not be less than 6 standard units nor greater than 9 standard units
and shall be monitored quarterly via grab samples from the influent and effluent.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
*Stream monitoring requirements are set forth in Part III, Section of this Permit.
**"Daily" means every day on which a discharge occurs except Saturdays, Sundays and legal holidays.

B. SCHEDULE OF COMPLIANCE
1.- The permittee shall achieve compliance with the effluent limitations
specified for discharges in accordance with the following schedule:
(a) Submit plans and specifications and Step'III grant application -
on or before September 15, 1976:
(b) Begin Construction of facilities necessary to comply with final
• effluent l imi tati ons - on or before Februaryj 15, 1977.
(c). Submit a Report of progress - November 1�5,�1977.

(dj -Complete construction of facilities on;or,before August 1.5, 1978.
(e) Comply with final effluent limitations within 60.days following
completion of.construction or.by Octob&1 151, 1978, whichever occurs
first. 4
The State of North Carolina will not enfprceilthe'final effluent limits
contained herein during the time covered :by compli ance 'schedule so
long as the permittee is in compliance with the compliance schedule.
_Neither failure of the Environmental Protection;Agency to provide grants
funds no.r.failure of either the Sate or the Environmental Protection
Agency to process submitted documents in a.t'imeily fashion shall be deemed
as permittee's failure to comply. However, failure of the.permittee to
submit approvable plans of study, facilitiesi�pl,ans, plans -and specifi-
cations or grant application shall be deemed, as: permittee's failure to.
_ comply. If the applicant fails to comply with the above compliance
schedule, this 'No Action Statement' becomes;�nu;l1 and void and enforce -
merit actions for noncompliance with final effluent limits may begin im-
mediately. During the period of time reflected in the compliance sche-
dule theinitial limits'shall be enforced by the State provided. the per-
mittee is in compliance with'the Schedule."
2. .No later than 14 calendar days following a da'te,�identified in the above
schedule.of compliance; the permittee shall submit either a report of pro-
gress, or in the case of specific actions being required by identified
dates, a written notice of compliance or noncompliance. In the latter
,case, the notice shall include the cause of noncompliance, any remedial
• actions taken, and the probability. of meeting; the next schedules.require-

-Part II DESCRIPTION OF PROPOSED TREATMENT WORKS
Applicant will continue to operate.existing wastewater treatment facilities
consisting. of a 0.1 MGD primary type treatment plant,; until new. wastewater
treatment facilities are. constructed near the same" site.' -New facilities will
consist of two parallel 0.05 MGD oxidation.ditches�! two parallel -final settling
tanks with sludge'return,.effluent disinfection (chlorination), post aeration,
,
and sludge handling facilities.' The discharge pot'will be. the same as that
facilities.

Part III -EVALUATION AND RECOMMENDATIONS
Applicant's existing wastewater treatment facilities are not capable
of -meeting the effluent limitations prescribed by Technical Services
Section as necessary.to comply with State Water Quality standards..
Applicant has submitted an Application for Permit for construction of
new facilities which should have the capabilities to meet such limitations.
The new facilities will be constructed and in operation on or before
October 15, 1978. It -is therefore recommended that*the subject Permit be
issued authorizing the continued operation of existing facilities and the
construction and operation of new facilities. The new facilities have
been certified by the State in the Parkton�201,P1aa.
It should be noted that the existing facilities are situated in -a
marshy area. The new facilities will be located up -hill from the existing
plant, but the discharge point will be the same.
The subject permit has been prepared in accordance with recent
Division policy.

Robeson County, travel approximately 0.8 mill south and turn right on
dirt access road which goes to plant site.
6. The bearing and distance to the proposed point of effluent discharge
is on Dunn's Marsh 500 feet upstream from the' confluence of Dunn's
Marsh and Little Marsh Swamp. Latitude - 34®1 53' 00" and longitude -
79® 00' 00".

treatment facilities are constructed near the samelsite. New facilities will
consist of two parallel 0.05 MGD oxidation ditches,! two parallel final settling
tanks with sludge return, effluent disinfection (chlorination), post aeration,
and sludge handling facilities. The discharge point will be the same as that
from the existing facilities.

Applicant's existing wastewater treatment facilities are not capable
of meeting the effluent limitations prescribed by!Ted hnical Services
Section as necessary to c €' comply with State Water Quality standards.

Applicantfj has submitted an Application for Pe xm t for construction of
new facilities which should have the capabilities' to cmeet such limitations.
The new facilities will be constructed and in operation on or before
July 19 1977. It is therefore recommended that the subject Permit be
issued authorizing.the continued operation of existing facilities and the
ti
construction and operation of new facilities. The new facilities have
been certified by the State in the Parkton 201 Plan.
It should be.noted that the existing facilities are situated in a:
marshy area. The new facilities will be located ui-hill from the existing
plant, but the'discharge point will be the same.
