Section D: Summary of Findings/Comments:
1. According to the DMR reports reviewed for the period October 1996 through September
1997, the plant's effluent was in compliance with the, NPDES permit's limits except for
one (1) violation (monthly) for Nitrogen (as Ammonia) in August 1997. Also, there were
weekly exceedences for fecal coliform in September, February and January of 1997 and
one (1) weekly exceedence for fecal coliform in September 1996. Notices of Violation
("NOV's") were sent for each violation.
2. On the day of inspection, a grab sample of the effluent revealed a settleable solids level
of .2 ml/ltr and slightly hazy (Imhoff Cone).
3. The two (2) secondary clarifiers need to be cleaned (brushed).
4. Hydrologic Laboratory performs the "outside" analytical work except for toxicity which
is performed by Burlington Laboratory.
5. Dismukes and Company checks/calibrates the effluent flow meter. It has been serviced
in the last year.
6. The digester is about empty. The clarifiers have a sidewall sludge depth of approximately
three (3) feet each.
7. Of the three (3) sandbeds, one (1) is empty (ready for reuse) and two (2) are full but, as
of yet, not quite dry enough for sludge removal. Cake sludge is deposited at the Robeson
County Landfill.
8. The "ORC" was instructed to ask the City Manager to send a letter to the Fayetteville
Regional Office stating that the City is authorized to deposit sludge at the Robeson County
Landfill (re: D.T. Jones).
9 pH and dissolved oxygen meters are calibrated and logs are kept at the Red Springs
WWTP (their equipment is used).
10. All logs, calibrations and records were in order.
11. DMR and laboratory data agreed (spot check - September 1997).
