Dear Mr. Tharrington,
On behalf of Carolina Water Service, Inc. of NC (CWSNC), please accept this letter in response to the
White Oak Estates Wastewater Treatment Facility (Permit Number NC0031577) Notice of Violation,
Tracking Number NOV-2024-LV-0519.
On June 17, 2024, Carolina Water Service, Inc. of NC received a violation notice for the White Oak Estates
Wastewater Treatment Facility. The violations included exceeding the daily maximum limit for enterococci
and surpassing the monthly average for ammonia nitrogen.
Specifically, on May 01, 2024, the reported value for enterococci was 489, which exceeds the daily
maximum limit of 276. The cause of this exceedance remains unknown.
Additionally, the reported monthly average value for ammonia nitrogen was 4.19, exceeding the monthly
average of 4.00. In response, extra ammonia nitrogen sampling was conducted in May to mitigate the
average. The excess is believed to be due to mechanical failure in the aeration blower system, which has
since been replaced and is now operational.
