Director Robert Johnson III 502 Scott King Road Durham, NC 27713-9762 NORTH CAROLINA Environmental Quality June 21, 2024 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System 502 Scott King Raod Certificate of Coverage NCG551296 Durham County Dear Mr. Johnston: On June 11, 2024, Danny Smith from the Raleigh Regional Office of the Division of Water Resources (DWR) visited your single-family residence (SFR) wastewater treatment system to evaluate compliance with the subject General NPDES Permit. This wastewater treatment system is located at 502 Scott King Raod, in Durham County North Carolina and is currently permitted to Robert Johnson. General NPDES Permit NCG550000 and Certificate of Coverage (COC) NCG551296 authorize this discharge of domestic wastewater from your treatment system to receiving waters designated as unnamed tributary to Northeast Creek, classified as Water Supply Watershed (WS-IV) Nutrient Sensitive Waters (NSW) in the Cape Fear River Basin. This authorized discharge is in accordance with the effluent limits and monitoring requirements established within the General Permit. The subject site visit and file review revealed the following: 1. Pumping the septic tank: Septic tanks should be pumped out approximately every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. The system includes a septic tank, AdvanTex Pod, UV disinfection and discharge pipe. It was explained to the inspector that the Service Contractor pumps out the septic tank as needed and the UV bulbs are changed out annually. (This work occurs at the time of the annual system servicing.) 3. Discharge outlet location. The permittee is required to conduct a visual review of the outfall location at least twice each year (once at the time of sampling) to ensure that no visible solids or other obvious evidence of system malfunctioning is observed. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. Please take the necessary steps to ensure the discharge outlet is identifiable/visible and accessible. Maintaining the area will allow you to monitor the discharge and to collect effluent samples as required by the subject permit. 4. Analyzing the effluent: Part 1. C., Effluent Limitations and Monitoring Requirements, within General Permit NCG550000 requires a permittee to sample and analyze the effluent leaving his/her treatment system prior to discharge annually. It was explained that system is sampled annually. However, the sample results were not available for review. The General NPDES Permit requires the permittee to retain records associated with sewage disposal activities for a period of at least 5 years and has the data available for review. 5. Part II Section 13.14 of General Permit NCG550000 requires the permittee to "pay the annual administering and compliance monitoring fee within thirty days after being billed by the Division." A review of the billing records for this facility indicates that the permit annual fee for 2022 and 2023 have been paid. The subject administering and compliance monitoring fee is paid through 0713112024. Thank you for your attention to these matters. Please continue to periodically inspect the wastewater treatment system ensuring the treatment components are always maintained and in good operating order. You are also reminded to maintain all monitoring data and associated maintenance records onsite for a minimum of five years and have this material available for inspection.
