CIVIL ENGINEERS LAND SURVEYORS LAND PLANNING June 25, 2024 NC DEQ—Post Construction Stormwater Permitting C/O Brianna Holland State Stormwater Engineer RE: First Request for Additional Information, Permit#SW44240203, Hidden Woods Village Residential Subdivision Ms. Holland: Please find the response to the comments below for items indicated in your request for additional information dated May 17, 2024. Revised documents and plans have been enclosed in this submittal package. Comment#1: "Application Section IV, 8— This item refers to the percent BUA for the entire project area excluding the surface water area. Please revise. " The top of banks have been surveyed and the BUA revised to 15.4%. The project area has been revised and forms corrected. Comment#2: "Supplement-EZ, Drainage Areas Page, Line 12—Please update with the roadway square footage. " The streets were constructed in the 2008-2009 time period have been deemed to be existing BUA and exempt from any permitting requirements per the email from jim Farkas submitted with the initial submittal documents and included in the documents submitted via the portal. A note was added to item 22 indicating the sites' street are exempt from permitting. Therefore, the streets BUA is shown on line 15 as existing BUA. It is my understanding based on the above-mentioned email there is no new BUA not on subdivided lots, only the BUA associated with each lot for homes, driveway and other impervious surface areas place on the lots. Comment#3: "The total project area listed in the Application Section IV, 7 must be consistent with the project area listed in the Supplement-EZ, Cover Page, Line 2. " The application sheets 3and 4 as well as the Supplement-EZ form have been updated for the revised project area/drainage area. CIVIL ENGINEERS LAND SURVEYORS LAND PLANNING Comment#4: "Deed Restrictions—Deed restriction information seems to be missing for Lot 19. " Lot 19 was a scrivener's error and has been added for final recording of the deed restrictions. The revised typical deed restrictions have been provided as an update and the final recorded deed restrictions will be an encompassing document that will incorporate the states items along with other planned deed restrictions and protective covenants prepared by an attorney. Comment#5: "Clearly identify and delineate the top of banks of the streams/rivers in the main set of plans (Section VI, 8h) and provide a callout listing the surface area of that surface water that is within the project boundary. Note that the surface area of the surface water is the area between the top of the banks of the streams (this may result in a need to update the Application and Supplement-EZ). Ensure the vegetated setback is measured horizontally from the top of bank of each side of the stream,perpendicular to the shoreline for all perennial and intermittent surface waters within and adjacent to the site. Ensure the vegetated setbacks are clearly shown on the main set of plans for all surface water, including surface water adjacent to the site. The minimum vegetated setback must be 30 ft. 15A NCAC 02H.1003(4)(a), 15A NCAC 02H.1042(2)(g)(iii). Please revise as needed." The top of banks have been surveyed and added to the plan sheets. Sheet-1.0 and C-4.0 show the water surface areas in red shading and area callouts. Comment#6: "Please upload plan sheet P-5 and provide the sizing/design calculations for the riprap apron in order to demonstrate compliance with 15A NCAC 2H.1003(5): Stormwater outlets shall be designed so that they do not cause erosion downslope of the discharge point during the peak flow from the 10-year storm event as shown by engineering calculations. Plan sheet P-5 is from the original engineer on the project and dates back to February 2008. This sheet is not available in a final sealed version. I have provided the additional sheets P-4 through P-6 the owner has been able to get from the original engineer and they are marked"Preliminary Not for Construction". The sheets I have provided(P-1 through P-3are the final sealed sheets provided from Forsyth County/City of Winston Salem available records. I have reviewed this culvert which was installed in the 2008-2009 time period and can certify to the best of my professional knowledge and based on a visit to the site on March 28, 2023 the riprap apron was installed and I found no evidence of downslope erosion. The downslope drainageway was stable and vegetated. The riprap apron sizing is found near the bottom center of sheet P-6.
