Enclosed is the biological monitoring study plan that Duke Energy Progress, LLC, proposes to
conduct at the Brunswick Steam Electric Plant (NC0007064) during 2024. The proposed studies
are required by the NPDES permit to be reviewed and approved for implementation by the
Water Sciences Section. No changes are proposed for the 2024 biological monitoring study plan
or methods from the studies conducted during 2023.
Duke Energy appreciates your review and acceptance of these proposed studies for satisfying
the permit requirements for biological studies at the Brunswick Steam Electric Plant.

MONITORING PLAN DESCRIPTION
Aquatic life monitoring described in this study plan will provide permit required data and environmental
assessment information for the Cape Fear Estuary to support the operation of the Brunswick Steam
Electric Plant. Programmatic descriptions are outlined below and described in depth in Tables 1-2 and
Figure 1.
Monitoring Programs
NPDES PERMIT REQUIRED MONITORING and REPORTING REQUIREMENTS
Permit # 0007064, expires September 30, 2028.
DIVERSION FENCE — A diversion fence located at the mouth of the intake canal shall be continuously
operated and maintained in such a manner as to minimize impingement. A biological monitoring program
shall be continued which will provide sufficient information to allow for a continuing assessment of the
impact of the Brunswick Steam Electric Plant on the Cape Fear estuary, with particular emphasis on the
marine fisheries. Data shall be reported annually and shall include an interpretive summary report assessing
the effectiveness of the diversion fence, and the effectiveness of flow minimization and fine mesh screens to
curtail organism impingement and entrainment. The Director shall approve any major changes in the
biological monitoring program.

QUALITY CONTROL
Information collected for programs included in the 2024 study plan will adhere to approved procedures
including ESFP-AD-0100 which provides overall biological laboratory practice guidance, and various other
ESFP procedures. These define requirements for training, qualification, data management, and
recordkeeping, as well as task specific guidance for program components. These approved documents
