Sullins, Director Division of Water Quality November 29, 2007 Rowan County DWQ Project #07-1832 Mr. Jim Behmer Salisbury Rowan Utilities 1 Water Street Salisbury, NC 28144 Subject: Hold: SRU Phase II Dear Mr. Behmer: The Division of Water Quality (DWQ) received your application fora 401 Water Quality Certification for the subject project on October 29, 2007. I have reviewed the application and visited the site. Based on my review the following information comments are needed by this office in order to complete our review: a) Given the size of the sewer line (8 in.), the amount of impact shown in the application seems excessive. Are the impacts shown in the table permanent impacts or temporary impacts? The use of riprap in the stream should be minimal or not at all. b) It was stated that the jack and bore method is to be used to place the sewer line under the rail line. Is this not feasible for the stream crossings since you will have the equipment available? This would negate diverting stream flow and trenching the stream to lay the line. Pursuant to 15A NCAC 2H .0507(h), please be advised that this project will be placed on hold. Failure to submit the requested information by January 15, 2007 will result in the application being withdrawn from consideration. You may reapply, but a new fee and application will be required. In addition, this office is requesting that the Army Corps of Engineers withhold processing the 404 permit until the requested information is provided.
