BRIGMAN – TECHNICAL SERVICES MANAGER SYNAGRO CENTRAL, LLC 284 BOGER ROAD MOCKSVILLE, NORTH CAROLINA 27028 Subject: Permit No. WQ0035207 Synagro Central Class A Residuals Program Attachment A Certification Davie County Dear Mr. Brigman, In response to your permit major modification request received on December 19, 2023, and subsequent additional information received on April 4, 2024, we are forwarding herewith a modified Attachment A certified June 25, 2024, to Synagro Central, LLC for the subject program. Modifications to the subject Attachment are as follows: ➢ Increasing the permitted dry tonnage for the Siler City WTP (Permit No. NC0319010 – P01) in Chatham County from 125 dry tons per year (DT/yr) to 1,000 DT/yr. ➢ Addition of the Kerr Lake Regional WTP in Vance County as an approved residuals source, with a permitted dry tonnage of 1,000 DT/yr. The modified Attachment A is effective from the date of certification until June 30, 2027, shall replace Attachment A of Permit No. WQ0035207 issued on November 3, 2020, that was previously certified on March 10, 2021, and shall be subject to the conditions and limitations therein, as well as those specified in the above-referenced permit. Please replace Attachment A of Permit No. WQ0035207 that was certified on March 10, 2021, with the modified Attachment A. The Permittee shall submit a renewal application no later than January 1, 2027. This certification can be contested as provided in Chapter 150B of the North Carolina General Statutes by filing a Petition for a Contested Case Hearing (Petition) with the North Carolina Office of Administrative Hearings (OAH) within 30 calendar days. Requirements for filing a Petition are set forth in Chapter 150B of the North Carolina General Statutes and Title 26 of the North Carolina Administrative Code. Those interested in filing may access additional information regarding the requirements for filing a Petition and Petition forms at the OAH website or by calling the OAH Clerk’s Office at (919) 431-3000. A party filing a Petition shall serve a copy of the Petition on the Department of Environmental Quality’s Office of General Counsel at 1601 Mail Service Center, Raleigh, NC 27699 -1601. If the party filing the Petition is not the Permittee, then the party shall also serve the Permittee pursuant to G.S. 150B-23(a). Mr. Adam J. Maximum Dry Tons per Year is the quantity of residuals approved for land application from each permitted facility. 2. Analyses to demonstrate that the residuals are non-hazardous (i.e., TCLP, ignitability, reactivity, and corrosivity) as stipulated under permit C ondition IV.2. 3. Testing of metals and nutrients as stipulated under permit Condition IV.3. 4. Analyses of the pathogen and vector attraction reductions as stipulated under permit Condition IV.4. 5. Class A non-biological residuals are exempt from meeting the pathogen and vector attraction reduction requirements in Condition IV.4, provided the Permittee does not mix them with residuals generated during the treatment of domestic wastewater, the treatment of animal processing wastewater, or the biological treat ment of industrial wastewater. The Permittee shall treat and process Class A non-biological residuals in a manner as not to meet the definition of “Biological Residuals” as defined in 15A NCAC 02T .1102(6). 6. Monitoring frequencies are based on the actual dry tons applied per year using the table below unless specified above. The Permittee has demonstrated that these biological residuals, generated by a wastewater treatment facility treating industrial wastewater only, are pathogen free and are not required to monitor for Vector Attraction Reduction pursuant to 15A NCAC 02T .1107(c) provided that no significant odor complaints or problems with vector attraction are encountered and Fecal Coliform Concentrations remain less than 1,000 MPN per dry gram of residuals. 8. Williams WTP residuals are mixed, dried, and processed at the Brown WTP in Durham. The Division shall not require sampling if no land application events occur during the required sampling period. The annual report shall include an explanation for missing sampling data. The United States Environmental Protection Agency (US EPA) may require Permittees that submit annual reports to their agency to make up the missed sampling.
