Dear Mr. Carr:
On June 18, 2024, a technical assistance meeting was conducted for the Prestage Farms Inc—Moltonville
•Feed Mill facility located at 735 Moltonville Road, Clinton, Sampson County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Mr. Randy Barefoot, Mr. Anthony Bryant, and
Mr. James Lamb were present during the inspection and their time and assistance is greatly appreciated.
The technical assistance meeting was to discuss the current NPDES Stormwater General Permit
NCG060000 under Certificate of Coverage NCG060335, which the facility is covered. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Six Runs Creek,
class C-SW waters in the Cape Fear River Basin.
Please refer to the enclosed Compliance Inspection Report for additional comments.

Inspection Summary:
Ms. Kelly Jonas met with Mr. Jim Carr, Mr. Randy Barefoot, Mr.Anthony Bryant, and Mr. James Lamb at the Prestage
Farms-Moltonville Feed Mill facility for a Technical Assistance visit. They discussed the requirements necessary for
compliance with the NPDES General Permit NCG060000, which includes the Stormwater Pollution Prevention Plan
(SWPPP). Topics of the SWPPP include, but not limited to, the National Pollutant Discharge Elimination System (NPDES)
General Permit NCG060000, list of responsible parties for the SWPPP,feasibility study and best management practices
(BMPs), Spill Prevention and Response Procedures (SPRPs) including list of responsible parties that should be signed and
dated, Solvent Management Plan (SMP)with annual non-use certification, Prevention Maintenance and Good Housekeeping
and annual review.Annual employee training should include awareness training for all employees. Non-stormwater(Illicit)
Discharge Observation should be conducted annually.Qualitative and Analytical Monitoring, as well as the Good
Housekeeping inspections are required quarterly. Finally, records retention is required for five years.
