1.The Firm Capacity(design flow)of any pump station is defined as the maximum pumped now that
can be achieved with the largest pump taken out of service.
2.Design Average Flow is the firm capacity of the pump station divided by the peaking factor(pf)not
less than 2.5,per Section 2.02(A)(4)(c)of the Minimum Design Criteria.

treatment facility and that the flow from this project is not anticipated to cause any capacity related
sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment
plant under normal circumstances,given the implementation of the planned improvements identified in
the planning assessment where applicable. This analysis has been performed in accordance with local
established policies and procedures using the best available data. This certification applies to those items

PROJECT DESCRIPTION AND NARRATIVE:
There will be a modification to existing permit WQ0044950 which was issued on January 22, 2024 for 176
single-family lots (4-bedroom) at 300 GIRD and 174 townhomes (3-bedroom) at 225 GPD for a total of
91,950 GPD. A factor of 75 GPD per bedroom was considered.
The existing permit WQ0044950 also allowed for approximately 13,429 LF of 8" SDR 26 PVC and 792 LF of
8" DIP gravity sanitary sewer to be owned, operated, and maintained by the City of Sanford, NC.
The modification is warranted due to three (3) additional single-family lots were added to the site plan
and the addition of 12" segments of pipe added.
The modification aims to factor in the addition of the following generated wastewater flows:
• 3 (4-BEDROOM) SINGLE FAMILY UNITS AT 300 GPD=900 GPD
The modification also requests to remove all previously permitted pipe quantities and replace with the
following:
• 12,887 LF of 8" SDR 26 PVC
• 419 LF 8" DIP
• 1,260 12"SDR 26 PVC
• 240 12" DIP

This project has an existing 12"sewer main that runs through the middle of the site.
A portion of the existing 12" now needs to be rerouted slightly.
This permit(attached) is for the approval of 14,221 LF of 8" pipe—at the time we only had 8" pipe proposed.
Having rerouted a portion of the existing 12"we now have proposed 12" pipe, but the grand total between 8" and 12"
pipe is 14,806 LF-or 4%more total linear feet than originally approved.
Quantities are:
1,500 LF 12" pipe
13,306 LF 8" pipe
Is a modification warranted solely because of the proposed 12" pipe?
We are still within the 10%threshold of total LF permitted pipe.

and submittal of the Engineer's Certification and supporting documentation shall be considered a violation of the
permit and shall subject the Permittee to appropriate enforcement actions.
Final Certifications must include plan and profile views of the sewer lines and force mains, pump station design
calculations, and other items noted in Part 11.7 of the permit for the entire permitted project, even if partial
certifications have been previously submitted.
FAILURE TO COMPLY
Section II. 10 of the permit notes failure to abide by the conditions and limitations contained in this permit; 15A
NCAC 2T; the Division's Gravity Sewer Design Criteria adopted February 12, 1996 and updated March 2008, as
applicable;the Division's Minimum Design Criteria for the Fast-Track Permitting of Pump Station and Force Mains
adopted June 1, 2000 and updated March 2008 as applicable; and other supporting materials may subiect the
Permittee to an enforcement action by the Division, in accordance with North Carolina General Statutes §143-
215.6A through §143-215.6C, construction of additional or replacement wastewater collection facilities, and or
referral of the North Carolina-licensed Professional Engineer to the licensing board. [15A NCAC 02T .0104; iSA
NCAC 02T .0108(b-c)]
PERMITS REQUIRED
You are reminded that a permit must be issued prior to construction or extension of a sewer system, and prior
to entering into a contract for the construction or extension of a sewer system, pursuant to N.C.G.S. 143-
215.1(a).
Please note that due to the high volume of applications that are submitted coupled with staffs other duties, it's
currently taking around 6-8 weeks to review applications and issue permits. Please plan accordingly. Sorry for the
delay.
