Chappell Loop Apartments

Chappell Loop Apartments project is proposed to occupy a 20.35 acre vacant
parcel located on the north side of Chappell Loop Rd. approximately 500' west from the
intersection of Chappell Loop Rd. and Eastwood Ln. in Leland, NC. The site is bordered
by Chappell Loop Rd. to the south, and residential properties to the north, east and
west. The project proposes the construction of five apartment buildings containing 60
one-bedroom and 14O two-bedroom apartments. The requested flow will be for 28,000
GPD (14O gpd/unit). This flow will be routed to an Existing Public SSMH by means of
8" gravity mains with 6" PVC services proposed for this site. The flow will ultimately
reach the Belville WWTP treatment plant, Permit No. NCo07554O. Stormwater runoff
from this site is discharged to Brunswick River in the Cape Fear River Basin,
Classification SC, Index# 18-77.

III. Certification Statement:
I Bob Walker certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and I1 plus all attached planning assessment addenduirns for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Flow Reduction Request
Brunswick County-
Dear Mr.Fennell:
On May 17, 2010, the Pretreatment, Emergency Response and Collection Systems (PERCS)Unit of the
Division of Water Quality received a flow reduction request for connections to the Belville WWTP. The letter
requests an allowable flow rate of 70 GPD per bedroom based on the evaluated data from the WWTP and water
usage data. Additional information requested regarding Belville WWTP DMR flow values, diverted
wastewater flows and flow calibration was received on October 7,2010.
The DMR data from the Belville WWTP (NC0075540) from January 2009 through July 2010 was
analyzed by PERCS Unit staff, along with water usage data from H2GO, as well as inflow and infiltration data.
The highest usage month was February 2010 for the Belville WWTP.
Based on the data, the Division hereby grants a reduction in flow,to 70 gpd/bedroom (minimum of 140
gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the Belville WWTP.
Regardless of the adjusted design daily wastewater flow rate at no tune shall the wastewater flows
exceed the effluent limits defined in the NPDES permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connections)
