8. PROJECT SUMMARY: The Department of Transportation proposes to replace
Ocean Outfall #1 and #4.
Field Investigation Report
Project Setting
The project site is Ocean Outfall #1 located at the Curlew St Beach access and Ocean Outfall #4
located at the Conch St Beach Access, in Nags Head, which feeds into the Atlantic Ocean, in Dare
County, as shown on the enclosed site map. The ocean outfall were constructed in early to mid
1980's and drains the catch basins located on NC 12 toward the ocean. The Ocean Outfall were
both constructed of 24" reinforced concrete pipe and supported by salt treated piles, connecting to
whalers and steel straps to hold the pipes in place. There is no riprap in or around the ocean
outfall. The Ocean Outfall have been damaged due to heavy wave action that has occurred over
the years since they were installed.
Land uses surrounding the ocean outfall consist of swimming, sunbathing, and fishing. The
parcels of land to the north and south of both sites are residential homes. There are no utilities
located with in the project area other than the ocean outfalls.
Atlantic Ocean is classified as coastal waters by agreement between the Marine Fisheries
Commission and Wildlife Resources Commission. The Division of Environmental Management's
water quality classification for the Atlantic Ocean is classified with SB (Primary Recreational,
aquatic life propagation and survival, fishing and wildlife). NCDOT would like to complete
repairs during the month of February while beach activity and turtle use of the beach is at a
minimum.
While there is no known archeological site within the project area, there are a number throughout
the county. Site Dr 23 (NR) is located within .5 mile from Ocean Outfall #4 and #1. There are no
known unique geological formations associated with this site.
Development Proposal
The North Carolina Department of Transportation (NCDOT) proposes to repair ocean outfall #1
and #4. Ocean outfall #1 is going to require approximately 32' of 24" pipe to be replaced and
outfall #4 is requiring approximately 40' of 24" pipe to be replaced. The outfalls will be held in to
place with salt treated piles, connecting whalers and steel straps as they were originally.

According to the application replacement of the ocean outfall will be in compliance with the
NCDOT Best Management Practices (BMP) Manual. DOT will use the beach access for staging
and storage of their equipment and supplies. No demolition debris will be placed in water for later
removal. DOT would also like to use 280 feet of steel sheeting to be placed temporarily during the
construction period in order to make the repairs quickly at each site. Steel Sheeting will be driven
in by a vibratory hammer and will start near the mean high water mark just waterward of the
frontal dune and extend to wards the ocean and around the end of the proposed ocean outfall and
back around towards the dune approximately the same distance as the other side. DOT estimates
the repairs to take approximately 2 - 4 weeks depending on the working conditions.
There are no Coastal Wetlands within the project area. The entire work site consists of a sandy
beach and is seaward the frontal dune.
The total area of disturbance is approximately 1 acre (43560 sf) at each site
Anticipated Impacts
During the construction the beach access will be used as a staging area for supplies and equipment.
During the time frame of construction vehicular travel will impeded due to the placement of sheet
pile installed.
The proposed project could impact beach processes such as erosion and longshore transport, and
could represent an increased threat to the publics use of the ocean and beach in the immediate area.

Dear Mr. Hoadley,
NCDOT is requesting a CAMA major permit from the Division of Coastal
Management for the proposed maintenance activity of replacing sections of damaged
stormwater pipe. Stormwater outfall structure # 1 located at miles post 11.8 (Curlew St.)
and outfall structure # 4 located at miles post 12.2 (Conch St.) are both in Nags Head,
Dare County. These ocean outfalls provide a conveyance for storm water to the ocean.
The current damaged condition of the pipe inhibits the ocean outfall structures from
functioning properly, resulting in flooding within their drainage areas. This flooding
poses a safety concern for roadways and residential home sites. In order to reduce the
threat of flooding NCDOT is proposing to replace the damaged sections of outfall pipe,
which will restore the function of the drainage pipe. Both ocean outfalls #1 and #4 consist
of two lines of 24-inch reinforced concrete pipe. The proposed length of replacement pipe
for each outfall is defined in the attached MP forms. In conjunction with the pipe
replacement the pipe support structures will need to be replaced. This consists of salt
treated piles, connecting whalers and steel straps that hold the pipes in place. An example
photograph illustrates the support structure. In order to perform the work, protection from
the incoming tides and waves will be required. Therefore, steel sheet pile will be
temporary driven around the work area. This is depicted on the provided drawing. The
proposed amount of steel sheeting is currently 280 ft., which will be reduced if conditions
allow. This sheeting will likely stay in place during the project time period, which is
estimated with good working conditions to be around 2 - 4 weeks. Once the pipe repairs
are made the protective sheeting will be entirely removed. The work equipment will
access the beach through the public beach access points located adjacent to outfall # 1 and
# 4. Any staging of equipment and supplies will be in the beach access pathway, landward
of the dune line.
Due to this work being scheduled during time periods of relatively little tourist
activity and beach use, NCDOT is scheduled to begin this work in February. This will
also avoid any protected species issues.
Included with this letter are the MP forms, permit drawings, location map, and
adjacent landowner notices. The permit fee can be charged to WBS # 1.102811. NCDOT

Currently there are none, however there are plans to implement a in-line filtering system for the stormwater outfall structure.
5. Activities and Impacts

The purpose of this project is to maintain an existing stormwater structure that carries stormwater from within it's drainage
area and conveys the water to the ocean. The drainage structure is made of two lines of 24-inch reinforced concrete pipe,
which begins at the roadway of NC 12 and extends to the ocean. The last five lengths of pipe have been damaged in past
storms, which has impacted the pipes ability to function properly. NCDOT proposes to replace the last five lengths of pipe,
which is approximatley 40 ft. in length. These pipes will be replaced in-kind, in conjunction with the pipe replacements the
support structure will also be replaced. This includes the salt treated piles, cross members and steel saddles that hold the
pipe. Once this is complete the drainage structure will be able to function properly and remove water effeciently from the
draia a area. The rovided ermit drawin s show the details on the confi uration of the drain i e.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
There will be two lines of 5 lengths of 24-inch reinforced concrete pipe (approximately 40 ft. long) replaced within a saddle
support system. The supports are made up of salt treated wooden piles that are driven into the sand. The piles have wooden
beams connecting them and a steel saddle that supports the pipe. A diagram is included to illustrate the support structure. In
order to perform this work in a safer work environment, NCDOT is proposing to use sheetpile to create a temporary
protective barrier against wave action. The sheetpile will be installed in accordance with the provided work drawings. This
sheetpile will be driven in place using a crane. Once the project is complete the sheetpile will be removed. This work will
likely take 2- 4 weeks depending on weather. Equipment and supplies will be staged at the Curlew Street Beach Access
point, all materials will be stored within the beach access area behind the dune line. Equipment used for this project will
included a excavator, crane, and backhoe.
d. List all development activities you propose.
Replace two lines of 40 feet long by 24-inch reinforced concrete drain pipe that is no longer functioning properly due to past
storm damage. This will involve replacing salt treated pilings, connecting whalers and support saddles. Included with this
work is a temporary protective barrier that will be in place during the work time period of 2-4 weeks. The temporary protective
barrier will be comprised of approximately 280 ft. of steel sheet pile. The sheetpile will be placed as depicted on the provided
work drawin sand removed once the work is com lete.

Currently there are none, however there are plans to implement a in-line filtering system for the stormwater outfall structure.
5. Activities and lmpacfs

The purpose of this project is to maintain an existing stormwater structure that carries stormwater from within it's drainage
area and conveys the water to the ocean. The drainage structure is made of two lines of 24-inch reinforced concrete pipe,
which begins at the roadway of NC 12 and extends to the ocean. The last four lengths of pipe have been damaged in past
storms, which has impacted the pipes ability to function properly. NCDOT proposes to replace the last four lengths of pipe,
which is approximatley 32 ft. in length. These pipes will be replaced in-kind. In conjunction with the pipe replacements the
support structure will also be replaced. This includes the salt treated piles, cross members and steel saddles that hold the
pipe. Once this is complete the drainage structure will be able to function properly and remove water effeciently from the
drains a area. The rovided ermit drawin s show the details on the confi uration of the drain i e.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
There will be two lines of 4 lengths of 24-inch reinforced concrete pipe (approximately 32 ft. long) replaced within a saddle
support system. The supports are made up of salt treated wooden piles that are driven into the sand. The piles have wooden
beams connecting them and a steel saddle that supports the pipe. A diagram is included to illustrate the support structure. In
order to perform this work in a safer work environment, NCDOT is proposing to use sheetpile to create a temporary
protective barrier against wave action. The sheetpile will be installed in accordance with the provided work drawings. This
sheetpile will be driven in place using a crane. Once the project is complete the sheetpile will be removed. This work will
likely take 2- 4 weeks depending on weather. Equipment and supplies will be staged at the Conch Street Beach Access
point, all materials will be stored within the beach access area behind the dune line. Equipment used for this project will
included a excavator, crane, and backhoe.
d. List all development activities you propose.
Replace two lines of 32 feet long by 24-inch reinforced concrete drain pipe that is no longer functioning properly due to past
storm damage. This will involve replacing salt treated pilings, connecting whalers and support saddles. Included with this
work is a temporary protective barrier that will be in place during the work time period of 2-4 weeks. The temporary protective
barrier will be comprised of approximately 280 ft. of steel sheet pile. The sheetpile will be placed as depicted on the provided
work drawin sand removed once the work is com lete.
