Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Mount Mitchell State Park WWTF
on May 28, 2024. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0012690. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following violations were noted during the inspection:

Record Keeping The permittee will need to submit a minor modification to proceed with plumbing
changes needed to ensure backwash water does not enter the subsurface supply line

End Use-Irrigation The sand filter needs to be covered to ensure rainwater is not collected and discharged
through the drip irrigation lines and the cover should not restrict air circulation above the
lined sand filter (permit condition III.15). According to the original design the tubing and

End Use-Irrigation The ORC indicated that the totalizer isn’t properly recording total dosing quantities for
some of the drip field zones (permit condition IV.5). _________________________________________________________________________________________________________________________________________________________________________
Record Keeping The maintenance log at the facility needs to be kept up-to-date with the pertinent
information (permit condition IV.8).

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.

Inspection Summary:
Melanie Kemp, with the Asheville Regional Office, met with EnviroLink staff (Matt Huckill, Todd Robinson, Kyle Callahan, and
David Rogers) and Mt. Mitchell State Park staff (Tim Robinson and Kevin Cox) at Mt. Mitchell State Park on May 28, 2024,
to conduct a Compliance Evaluation Inspection of the Mt. Mitchell State Park WWTF, to ensure it was operating in
compliance with non-discharge permit WQ0012690.
Wastewater from the campground and maintenance area flows into a septic tank where it is seasonally (May 15 – October
15) routed through the non-discharge wastewater treatment and irrigation system. The wastewater from the septic tank flows
to a dosing tank where it is chlorinated and fed through the Perc-Rite system. The system doses the sand filter bed at
45-minute intervals at the rate of 225 gallons per dose (32 cycles per day, a total of 7,200 gallons maximum). From there it
is fed to the drip fields, rotating between fields 1 and 2, which are dosed at 3-hour intervals at the rate of 225 gallons/dose.
Throughout the day there are 8 dosing cycles. The drip field and sand filter lines are flushed back to the septic tank.
Compliance samples are collected from the maintenance shed.
Repairs: In May 2023, all drip lines and solenoid valves were replaced. Brush and low branches were removed from the field
as well. The lines were re-inspected at the beginning of 2024. The flow meter to the drip field was replaced by EnviroLink
prior to the 2024 season. After the inspection, the cover was removed from the sand filter and all tubing and emitters were
exposed for inspection. Tim Robinson indicated that he in investigating replacing the tubing and emitters, as needed.
Plumbing modifications: Based on inspection in 2022, it was recommended that the field/sand-filter flush line be plumbed
into the headworks flush line and both be disconnected from the the pressure manifold supply line (with check valves
installed) to ensure that backwash water does not enter the subsurface system supply line. Engineering plans were shared
with the ARO by McGill & Associates in November 2023, but a final permit modification application has not been submitted
and the plumbing work has not been completed.
Violations noted during the inspection:
•There is no Operations & Maintenace plan for the site (permit condition III.2).
•The permittee will need to submit a minor modification to proceed with plumbing changes needed to ensure backwash
water does not enter the subsurface supply line (permit condition III.12).

building, and is connected to multiple other buildings on-site. Park staff check and top off the
fuel (67% full during inspection) and a contractor performs quarterly maintenance. The
generator automatically exercises weekly.
