-The Division received your permit renewal application on June 29, 1999. Thank you for
submitting this package.
The permit renewal for this facility will be assigned to a memberlof the NPDES Unit staff.
That staff member will contact you if further information is needed to complete the permit
renewal. Please note that the NPDES Unit currently has five vacant;positions, with an additional
staff member on extended medical leave. This staff shortage is delaying all permit renewals. Our
remaining four permit writers are currently reviewing Authorizations to !Construct; speculative
limit requests, major permit modifications and 201 plan updates ahead 'of permit renewals. This
is necessary due to a variety of factors, including mandatory deadlines in the statutes which
govern our program.
If this staff shortage delays reissuance of NCO026921, the existing requirements in your
permit will remain in effect until the permit is renewed (or the Division takes other action). We
appreciate your patience and understanding while we operate with a severely depleted staff. If you
have any additional questions concerning renewal of the subject permit, please contact me at

This letter is in reference to the renewal of NPDES Permit number
NCO026921. The Town would like to take this time to request our
NPDES Permit be renewed. The Town's current permit expires 12/31/99.
Since our last renewal the Town has made some upgrades to the WWTP,
such as; a new chlorine feed system that has an automatic switch
over system, new floats were installed in a recirculation tank,
both aeration pond rotors were completely rebuilt, new retention
boards were installed on the drying beds, and we areinthe process
of acquiring a smart valve for our chlorine feed system. r�
The WWTP does generate a small amount of sludge. This sludge is '.

taken care of by Porter's Sanitation Co., (both clean-up and

disposal).
