Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of
March. Upon review of the data, it was found that we were out of compliance for the following,
weekly TSS, Monthly TSS, weekly BOD, monthly BOD, weekly fecal, and monthly fecal.
During this time, we were beginning the bypass to take the secondary clarifiers completely off
line for the work to begin in there. The changing of the flow from one process to the other and
the pumping required to get basins ready for the change caused upsets in the plant. Harper
General contractors are about halfway through with the secondary clarifier upgrade. As of this
week we have seen some positive changes in our effluent. Both the fecal and the TSS have been
good this week and I expect the BOD to follow.
