Proposed improvements include installing new influent pump station, new influent screening facility, conversion of existing package treatment plant into equalization basins, new package treatment plant, new aeration blowers, new disk filter system, new ultraviolet (UV) disinfection system, new chemical facility, new flow equalization drain vault, modifications to effluent measurement structure, new electrical building and generator,and miscellaneous site work and demolition. The total property area is 1.88 acres. Total land disturbance for the project is approximately 1.83 acres, which includes 0.47 acres outside of the property that will be acquired as temporary construction easement (in progress). Prior to the implementation of stormwater rules on July 1, 2007,there was a total of 0.30 acres BUA on this site.This permit application is seeking coverage for an increase to 0.52 acres BUA. Site Description The Grassy Branch WRF is a 50,000 GPD wastewater treatment facility located in Fairview, North Carolina owned and operated by Union County, North Carolina. A general vicinity map of the WRF property is shown in Figure 1. Current conditions at the site include approximately 0.30 acres of impervious surface, 0.03 acres of non-impervious structures (package treatment plant and secondary clarifiers) and 0.41 acres of open water surface from Crooked Creek, Grassy Branch, and an intermittent stream. This property was originally deeded to Union County on April 11, 1997. This is the most current property deed and is shown in Appendix G. Soil types found at the WRF were identified based on information obtained from the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS). The USDA Soil Distribution Map of the property is shown in Figure 2.Topography of the Grassy Branch WRF consists of Badin channery silty loam soils with mostly 8 to 15 percent slopes. The southwestern portion of the property has Badin channery silty clay loam soils with 2 to 8 percent slopes.There is no evidence of significant erosion under existing site conditions. There is no existing engineered stormwater drainage on site.All drainage is conveyed via sheet flow to either Crooked Creek or Grassy Branch. There are culverts present underneath the WRF access road to convey stormwater from the adjacent farmland towards Grassy Branch. Existing storm drainage is illustrated on sheet C5 of the Contract Drawings (Appendix A). Water Resources The Grassy Branch WRF is part of the Crooked Creek watershed within the Yadkin-Pee Dee River Basin. See Figure 3 for the USGS topographic map of the surrounding project area. The northern boundary drains directly to Crooked Creek,while the other sides drain to Grassy Branch,a tributary of Crooked Creek. This tributary converges with Crooked Creek at the northeast corner of the property. USGS's StreamStats was used to delineate the drainage area at this conversion, and it was H&S Project No. 30831-070 Grassy Branch WRF 1 Post Construction Stormwater Plan determined to be 44.2 square miles (Appendix D).The Grassy Branch WRF property boundary is less than 0.01%of the total contributing drainage area.Due to the significant difference between the total project area (1.40 acres) and the contributing drainage area, offsite drainage was not considered in the BUA table (Drawing C6). BUA percentages were determined by using the property line as the drainage area boundary(Drawing C5).This allows for the accurate comparison between pre and post construction BUA. A wetland investigation was performed at the site which found that no portion of the project's limits of disturbance resides in wetlands. See Note 1 on sheet C4 of the Contract Drawings (Appendix A) and the Environmental Permitting Assessment(Appendix F). An isolated intermittent stream with defined bed and bank and an apparent connection to groundwater was present in the farm field adjacent to the WRF parcel.The defined bed and bank and groundwater connection ended near the property line of the Grassy Branch WRF parcel, and the stream appeared to flow subsurface to Grassy Branch from that point. There was no surface water connection between the terminus of the defined bed and bank and Grassy Branch; therefore, available maps incorrectly showed a surface water connection between the unnamed tributary and Grassy Branch. NC DEQ conducted a stream determination to corroborate Hazen's investigation on March 11, 2024.The findings from this stream determination are included in Appendix F. Information provided by the Federal Emergency Management Agency (FEMA) was examined to determine if designated floodplains are present at the Grassy Branch WRF. Portions of the work at the southern edge of the project area extend into the Grassy Branch 100-year floodplain. The work involves bringing the proposed WRF facilities up to the existing site grade,which is above the 100- year floodplain elevation. Please refer to FEMA Flood Insurance Rate Map Panel 5550J,Map Number 3710555000J (October 16,2008) included in Appendix B of this submittal.A floodplain development permit was issued by the Town of Fairview for this project(Appendix H). Post-Construction Stormwater Post-Construction Stormwater permitting at the site address is managed by the North Carolina Department of Environmental and Natural Resources Division of Energy, Mineral and Land Resources,under Rule 15A NCAC 2H .103(2). According to Rule 15A NCAC 02H.1017 (4) of the North Carolina Administrative Code,a project shall be considered a low-density project if it meets the low-density criteria set forth in Rule.1003(2) and contains no more than 24 percent built-upon area (BUA). Based upon the built-upon area tabulation in the application form,the project site meets this threshold with a total BUA of 19.3-percent. It was noted in the Site Description section that stormwater sheet flows to either Crooked Creek or Grassy Branch. In general, the project drainage patterns have been designed to mimic the existing drainage patterns by using natural conveyances in lieu of storm drainage curb and gutter. The northernmost existing stormwater culvert that conveys stormwater from the WRF property and adjacent farm field will be replaced with a new stormwater culvert due to the proposed construction and grading. The proposed stormwater culvert underneath the WRF access road that conveys sheet flow from the H&S Project No. 30831-070 Grassy Branch WRF 2 Post Construction Stormwater Plan neighboring farm field towards Grassy Branch was sized to provide sufficient capacity. USGS's StreamStats tool was used to delineate the drainage area to this culvert,which was determined to be 18.7 acres. The Rational Method was used to estimate the peak flow to the culvert. See the culvert sizing calculation in Appendix C. The aforementioned values described in the previous paragraph were also used to calculate the required permanent conveyance swale lining leading up to the stormwater culvert,riprap sizing,and riprap apron configuration.The riprap apron was sized using NC DEQ's design spreadsheet"Riprap Outlet Protection" (Appendix C). Future Construction Sequence No future expansion of wastewater treatment facilities is planned for Grassy Branch WRF.Any future expansion will be dictated by population growth and demand within the collection system. Desktop Assessment Methods Hazen staff(Jarrod Karl and Emily Rittberger)performed a preliminary desktop assessment to collect background information related to wetlands,waters and protected species prior to conducting the on-site field investigation. To determine the potential presence of streams,wetlands and open waters in the proposed project area,Hazen consulted the United States Geological Survey National Map(TNM)t,the United States Fish and Wildlife Service National Wetlands Inventory(NWI)Wetlands Mapper2 and United States Department of Agriculture-Natural Resources Conservation Service Web Soil Survey (WSS)3 maps pertaining to the proposed project area. To determine the potential presence of protected species or critical habitat in the proposed project area,Hazen consulted the United States Fish and Wildlife Service (USFWS)Information for Planning and Consultation(IPaC) online database'for Union County and Natural Heritage Element Occurrence(NHEO)Geographic Information System(GIS) shapefiles5. To determine the presence of historic or cultural resources, Hazen consulted the North Carolina State Historic Preservation Office's HPOWEB 2.0 web application. One state-listed endangered mussel(Carolina creekshell (Villosa vaughaniana))may be present in Crooked Creek and Grassy Branch.No historical resources were identified. Field Assessment Streams and Wetlands An isolated stream with defined bed and bank and an apparent connection to groundwater was present in the farm field adjacent to the WRF parcel. The defined bed and bank and groundwater connection ended near the property line of the Union County Water Recovery Facility(WRF)parcel,and the stream appeared to flow subsurface to Grassy Branch from that point. There was no surface water connection between the terminus of the defined bed and bank and Grassy Branch;therefore, available maps incorrectly showed a surface water connection between the unnamed tributary and Grassy Branch. The area between the end of the stream and the culvert under the WRF driveway was planted in soybeans and appeared to function as an alluvial fan where sediment from the isolated stream gets deposited during storm events. Ephemeral stormwater flows exit the isolated stream, sheet flow across the fan, and exit the site through a culvert under the WRF driveway. Soils within portions of the alluvial fan did not meet the criteria for hydric soils. Hydrology indicators were not observed with the exception of the area closest to the terminus of the isolated stream channel. Hydrophytes were not observed in the fan area or in the mowed area between the fan and the culvert. Based on the field evidence,no wetlands were present within the proposed limits of disturbance. Protected Species There was no suitable habitat present onsite for federally threatened or endangered species. Crooked Creek and Grassy Branch were outside the limits of disturbance. Results and Conclusions No impacts to the isolated stream are proposed, and no disturbance is proposed east of the WRF driveway. Therefore,no impacts to jurisdictional streams or wetlands are anticipated. There are no records of federally protected species onsite or within 2 miles of the site; and there is no suitable habitat onsite. Therefore,no impacts to federally protected species are anticipated. There is one record of a state-protected species in Crooked Creek and Grassy Branch;however,the creeks are outside the proposed limits of disturbance. Therefore,no impacts to state protected species are anticipated. There are no historical resources present onsite. Therefore,no impacts to historical resources are anticipated. The following attachments are included for review: Application, Environmental Permitting Assessment, FEMA flood map,and supporting drawings/figures. This project proposes to expand the Grassy Branch WRF from an initial capacity of 0.05 million gallons per day(mgd)to 0.12 mgd.The facility,located in northern Union County,will treat Union County customers in the surrounding area. Construction is scheduled to begin in late summer 2024. The scope of construction work includes: • New Influent Pump Station(IPS)to increase total influent pumping capacity and replace existing IPS. • New Influent Screening Facility. • Conversion of existing Package Treatment Plant into Equalization Basins. • Demolition of existing Secondary Clarifiers, Filters,and Disinfection system. • New Package Treatment Plant to accommodate increased permitted flows(aeration tanks, secondary clarifiers,and sludge holding tank). • New aeration blowers to serve the new Package Treatment Plant. • New disk filter system. • New ultraviolet(UV)disinfection system. • New Chemical Facility for alkalinity addition to replace existing facility. • Modification to existing Effluent Measurement Structure. • New Electrical Building and Generator. • Miscellaneous site work(yard piping, valves,grading,etc.). hazenandsawyer.com Awe v/ ®( Hazen Portions of the work at the southern edge of the project area extend into the Grassy Branch 100-year floodplain. The work involves bringing the proposed WRF facilities up to the existing site grade,which is above the 100-year floodplain elevation. Please refer to FEMA Flood Insurance Rate Map Panel 5550J, Map Number 3710555000J(October 16,2008)and sheets C4 and C30 included in this submittal. The effective HEC-RAS models for Crooked Creek and Grassy Branch were downloaded from North Carolina's Flood Risk Information System(NC FRIS)and examined to determine project impacts. Cross- Section 222(XS 222)of Grassy Branch intersects the project area were the proposed improvements are located,see Figure 1. Grassy Branch XS 222 models ineffective flow starting at Station 4895.10 and continuing west until outside of the floodplain. The eastern most edge of the proposed improvements start approximately at Station 4881.10 and are therefore well contained within the ineffective flow area,see Figure 2. Because the proposed improvements are located in an area of ineffective flow,any associated fill does not impact the capacity of Grassy Branch's floodplain. A wetland investigation was performed at the site which found that no portion of the project's limits of disturbance resides in wetlands.Refer to Note 1 on drawing C4 and the Environmental Permitting Assessment for documentation.
