Dear Mr. Combs:
On May 30, 2024, a site inspection was conducted for the Carolina Ready Mix facility located at 1808 Valley
Parkway, Union County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your
review. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG140000 under Certificate of Coverage NCG140461. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as East Fork Twelvemile Creek, class
C waters in the Catawba River Basin.
As a result of the inspection, the facility was found to be noncompliant with the conditions of the NCG140000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
This inspection was a follow up to a NOV issued in October of 2023. The site has installed silt fence and moved the
stockpiles to approximately 25 feet from the stream. Stockpiles should be at least 50 feet from streams unless it can be
shown that there are no other options. Additionally, the area between the stockpiles and the stream needs to be stabilized
with mulch or a shady seed mix. The concrete washout area has been bermed but there is still a low spot where the water
can migrate off-site. The berm needs to be extended to prevent any process wastewater from leaving the site. The pond still
needs work and needs to be stabilized. This NOV will be extended to June 30, 2024. However, if corrective actions have
not been completed by that date, further enforcement action may be taken with penalties of up to$25,000 per day. If you
