This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG590034. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. NCG590034 I11 12I 24/05/22 117 18 i c i Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Rachel Rose, Lauren Armeni, and Mikal Wilmer, with the Asheville Regional Office (ARO), met with Roger Brock (ORC & Plant Supervisor, City of Asheville) and Myrriah Ringgenberg (Lab Supervisor, City of Asheville) to conduct a Compliance Evaluation Inspection on May 22, 2024 for the Mills River Regional WTP. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with General NPDES Permit No. NCG590000. This facility was previously permitted through the individual NPDES permit number NC0085511 and was converted to a General NCG59 permit on January 13, 2021. The Mills River Regional WTP is a class 1 conventional water treatment facility with two backwash lagoons. The following item was noted during the inspection: 1. Lagoons: There are two lagoons with one in operation. At the time of the inspection, lagoon #2 was in use and lagoon #1 was offline having the sludge cleaned out of it. The sludge blanket is estimated by sight, but the lagoons are cleaned out annually. The sludge is dried on -site by a portable sludge press and hauled to Upstate Regional MSW Landfill. The following deficiency was noted during the inspection: 1. Flow Measurement - Effluent: The flow meter needs to be calibrated annually.
