Permit Draft Comments
Dear Mr. Dowden:
Duke Energy Progress, LLC, (Duke) submits the following comments for Final Draft for review:
1. In Condition A (1)- Internal Outfall 005 -
a. Note (b) — Need clarification on which condition A (2) or A (3) to be used for list of parameters
requiring analysis and effluent limitations.
2. In Condition A (2) — Outfall 007 —
a. Removal of stormwater from the wastewater description. The wastewater is from 1985 Ash Basin
emergency episodic discharge from 1985 Ash Basin which contains stormwater.
3. In Condition A (3) — Outfall 008 -Dewatering
a. Note 5 — Remove "annual average shall be the calendar year."
b. Note (d) - Removal of Nickel and Lead from pollutant list for 85% of allowable limit based upon
these parameters being removed from list of pollutants in Effluent Characteristics Table.
c. Note (e) — Removal of note (e) -- dewatering was initiated on 1 1/1 1/2019
4. In Condition A (4) — Outfall 008 — Dewatering and Ground Water Remediation —
a. Note (e)— Change Special Condition A (18) to Condition A (16) -- Addition of Other Wastewaters
to Ash Basin Treatment System
5. In Condition A (5) — Outfall 008 — Groundwater Remediation —
a. Note (b) —Change Special Condition A (18) to Condition A (16) —Addition of Other Wastewaters
to Ash Basin Treatment System
6. Fact Sheet — Outfall 007 - Removal of stormwater from the wastewater description. The wastewater is
from 1985 Ash Basin emergency episodic discharge from 1985 Ash Basin which contains stormwater.
