Cartwheel Branch is in fact SA, but as you will note on the attached invoice, the salinity content is between 50 and 180 mg/ml. Test results were reported by Fortin Contract Services, Cedar Point, N.C. (252-393-8720) For that reason, calculations are based on an allowed quantity of 30 % impervious. 2. We have recalculated quantities based on previous conversations with you. 3. BUA are "blanket", ic, the same quantities apply to all lots. 4. Wetlands are isolated in the rear of the property and not in any way affected by the development of the property with regard to runoff. 5. Contours are shown on the road profile and we understand further topographic work is not required. 6. Two revised copies of the application and supplement are included for your review. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Cartwheel Branch is classified SA. Section.1.005(a)(i)ofthe stormwater requirements state that the built-upon area must be 25%or less. Please make the necessary corrections. 2. The entire project area must be included in the calculations. The plans include lots 1 and 2 and the entire road. These areas will be considered during the review of this project because they _ are a part of the entire project. Please change section III of the Stormwater Management Application. 3. The BUA calculations on the Low Density Supplement should be based on the entire project, not individual lots. A specific number of square feet can be assigned to each lot,but the original calculation needs to be based on the entire site area. Subtract the entire road area,divide by the total number of lots,and then designate allowed built-upon area per lot according to the size of each lot. 4. Please delineate all wetlands on site,or note on the plans that none exist. An approximation is not permitted if wetlands exist within the site area boundaries. 5. Original contours or spot elevations along with proposed contours or spot elevations must be provided on the plans. 6. Please send two revised copies of plans and the application and supplement with the necessary corrections. Please be advised that this Act requires that all persons disturbing an area of one or more acres of land must obtain approval of a soil erosion control plan prior to the commencement of said land disturbing activity (NCGS 113A-54(d)(4)). The act further states that this plan must be filed a minimum of 30 days prior to the activity and the approving authority must approve or disapprove the submitted plan within 30 days of receipt. Failure of the approving authority to approve or disapprove the submitted plan within the 30 day period will be deemed approval of the plan. Commencement or continuation of a land-disturbing activity under the jurisdiction of this Act prior to the approval of an erosion and sediment control plan is a violation of the Act. The property line on the east boundary line is defined by a "dry" section of a branch. There is a fringe of 404 wetlands, but in no instance will any disturbance be allowed near the dry branch. There is a thirty (30) foot set-back on all of the lots to be developed. 1. The drainage area for Seth Thomas Lane, Lot 1, (already platted at Map Book-38, _ Page 56), is a natural outlet as shown on the plan profile. 2. The drainage area for Seth Thomas Lane, between Lot 3 & 4 will be a swale, improved -�=7 -- as necessary to effect drainage to the east (minimal mechanical grading through a field, • not woodlands). 3. The drainage area which takes the runoff northward at the end of Seth Thomas Lane is a natural outlet, and will require no clearing, no grading. A construction entrance is planned as shown. Rock check dams are spaced as shown on the drawing, and temporary sediment basins are also planned to control siltation and erosion. The development of the road makes lots available for subdivision, and each will be limited to 30 % impervious construction. The area lends itself to commercial development and light industry which may include but would not be limited to such businesses as cabinet making, sign shops, glass shops, or perhaps furniture making. Stormwater runoff from the future buildings will be directed toward the east side of the lots, crossing over vegetated areas and eventual routing to the dry branch on the property lines.
