Dear Ms. Manuel,
I received the Notice of Violation from the NCDEQ dated May 23, 2024, as identified by the
subject tracking number regarding the sanitary sewer overflow (SSO) event on 4/15/2024 at
1301 Leggett Road. I want to emphasize that the city of Rocky Mount is deeply committed to
addressing these incidents and is actively and diligently taking steps to minimize the potential for
such overflows within our sewer collection system.
Rocky Mount experienced a sanitary sewer overflow (SSO) resulting from a manhole blocked with hand
towels and other debris. This incident occurred on Monday, April 15, 2024, behind 1301 Leggett Road.
The overflow started at approximately 3:10 p.m. and ended at 4:40 p.m. It was estimated that this SSO led
to approximately 3,600 gallons of wastewater entering the Tar River. However, I want to assure you that
the city took immediate and thorough action to mitigate the release. This included pumping and hauling
the debris from the manhole, damming the area, flushing with chlorinated water, vacuum -pumping, and
safely discharging the pumped wastewater into the collection system. Powdered lime, topsoil, and straw
were added to the impacted area to further address the environmental impact.

Please be assured that the city of Rocky Mount is working with great care and perseverance to
reduce the number of sanitary sewer overflows in the collection system. We earnestly hope the
,.Division of Water Resources will favorably consider our efforts as you deliberate on further
actions regarding this incident. Your decision holds significant weight and can greatly impact our
ongoing efforts.
