Storage volume in each chamber shall be equivalent." Your statement that, "We could have a range from 0%-50%of the treatment volume in sediment basin but not more than 50%. For example, if we did not want to design to have any attenuation of peak flows, we would not have a sediment chamber at all. This would be 0%and certainly meet requirements."is incorrect as it violates the MDC (since the MDC requires the inclusion of a sediment chamber and equivalent storage volumes in each chamber). In order for the sand filter to not be undersized, at least half of the minimum required treatment volume must be provided in each chamber(the chambers would have equivalent volume and the total provided treatment volume would be at least as large as the minimum required treatment volume). The guidance provided in the Manual indicates that you can oversize the sediment chamber if you wish, but it does not say that you can then undersize the sand chamber to compensate for that. It also does not say that you can oversize the sand chamber(in relation to the sediment chamber) as the MDC still needs to be met. Following the steps under Sand Filter MDC 3: 1) Calculate design volume-> 14,536 cf 2) Multiply design volume by 0.75-> 10,902 cf 3) Divide the discount volume by the ponding depth to get a minimum surface area of the sand filter-> 10,902 cf/ (768.45 ft—767.2 ft) =8,721.6 sf NOTE:This is for the entire sand filter, not just the sand chamber. NOTE:This is a conservative approach as it does not take into account the actual storage provided by the SCM. 4) In order for Sand Filter MDC 2 to be met, the sand chamber and the sediment chamber would need to have half of the minimum surface area of the sand filter(calculated above) and would result in half of the design volume being provided in each chamber. As noted above, only the sediment chamber can be oversized (it must store at least 50%of the minimum required treatment volume). NOTE: If you are not taking the conservative approach and actually calculating the storage volumes provided via a stage-storage table, only the volumes provided in each chamber(and not necessarily the surface areas) need to be compared. -Jim From: Sean Mayo<smayo@gaveldorn.com> Sent:Thursday, February 22, 2024 10:05 AM To: Farkas,Jim J <Jim.Farkas@deq.nc.gov> Cc: andrew@prespro.com; svc_post_construction_stormwater<postconstruction@deq.nc.gov> Subject: [External] RE: SW3230608; Stoneglen Subdivision (Rowan) CAUTION: External email. Jim, 1 A quick call may help clarify this for me if my explanation does not make sense below. If you do have a minute, I can be reached at 704.724.5047. surface area of the sand filter. 4. If the sand filter is designed to attenuate peak flows, additional surface area may be added in the sediment chamber only. The sand filter must be designed so that 50%of the treatment volume can be stored in the sand chamber below the first bypass device. The screenshot above is from the manual. My understanding/interpretation of that sentence is that a "minimum" of 50%of the treatment volume is stored in the sand chamber below the first bypass. (I have added the word "minimum') My understanding is that the intent of that requirement is that this ensures regulates the size of the sand filter and that it is of adequate size. We have 57%and meet the requirements. Your comment notes that "at least half of the minimum required treatment volume is provided in each chamber". I don't think that it is correct to say that we are required to have a minimum of 50% in the sediment chamber. We could have a range from 0%-50%of the treatment volume in sediment basin but not more than 50%. For example, if we did not want to design to have any attenuation of peak flows,we would not have a sediment chamber at all. This would be 0%and certainly meet requirements. If we just needed to provide minor attenuation,we could add some additional sediment chamber volume but I don't think that obligates us to oversize the sediment chamber to be more than 50%. Please revise as needed. Everything looks good except for a few small issues: Please correct the following: • Prior Comment 7.c.iii (Stage-storage table)—Please ensure that the stage-storage table reflects the actual SCM geometry. For example, the cross-sectional area for the sand chamber is shown to be constant whereas in actuality, it increases as the elevation increases (the attached screenshot shows the approximate extents of the cross-sectional area of the sand chamber at elevation 768.0' and is larger than the cross-sectional area of the sand filter surface area of 4,732 sf). Please revise the stage-storage table and correct Lines 23 &30(and any other lines as needed) of the Sand Filter Page of the Supplement-EZ Form. Please also note that the highlighted row of the stage-storage table shows the elevation as 768.42'whereas the invert of the bypass device is shown at elevation 768.45' per the plans. Please revise. • Supplement-EZ Form, Drainage Areas Page, Line 20—The design volume of the SCM is the storage volume provided in the SCM above the bottom of the SCM (in this case, at elevation 767.2') and below the invert of the lowest bypass invert(in this case, at elevation 768.45').This value will be equal to the sum of lines 23 &30 of the Sand Filter Page • NOTE: Since the lowest point of the sand filter is located less than 2 feet above the SHWT elevation, special language will be added to the permit for this project to ensure that the underdrain system does not drain the water table (essentially the language will add a monitoring requirement to check the underdrain outlets for flow during dry periods and to fix it if it becomes an issue).
