9. PROJECT DESCRIPTION:
The project site is located at 128 Cando Rd., adjacent to Bumps Creek, in Sneads Ferrry, Onslow County. To get
to the property from the Wilmington take US Hwy 17N to NC 172. Take a right onto NC 172 and stay on NC
172 through the NC 210 stoplight. Continue to Sneads Ferry Rd., there will be an Exxon Station at this
intersection. Take a right onto Sneads Ferry Rd. this becomes Peru Rd. Travel approximately 2 miles to Bumps
Creek Rd. Take a right onto Bumps Creek Rd. Cando Rd. will be the last road on the right. Take a right and the
project site is located at the end of the road. The property is approximately 27,000 ft.2 with approximately 123'
of shoreline frontage and an elevation of 8' above normal high water (NHW). The property is bordered by
Bumps Creek to the west and residential properties to the north, south and east. The project site currently has a
residential dwelling, storage building on concrete block measuring approximately 20' x 16' and located partially
over water. There is also an existing pier located on the south side of the storage building and measuring 4' in
width and 41' in length with an L-head measuring 14' width and 24' length. There is a floating dock that
measures 3' in width and 36' in length aligned to the east and perpendicular to the L-head and not in line with
the existing pier. In addition, there is rip-rap located immediately landward of the coastal wetlands, measuring
an average of 3' in width. The upland portion of the project site is vegetated with lawn grasses, oak trees and
pecan trees. There are coastal wetlands on the site located primarily between the covered deck and the southern
property line. The high marsh consists mainly of Sea Oxeye (Borrichia frutescens) and Spike Grass (Distichlis
Spicata) ranging in width from 2' to 10' and transition into regularly flooded Smooth Cordgrass marsh
(Spartina alterniflora) ranging from 1' to 3' in width.
The Onslow County Land Use Plan classifies the upland areas of this project as developed. The waters of the
project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has
designated this area of Everett's Creek as a Primary Nursery Area, and the waters adjacent to the proposed
project are closed to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing relocate the existing floating dock to run from east to west, aligned with the existing
pier. The applicant is also proposing to install a two boatlifts, one on both sides of the floating dock measuring
12' in width and 13' in length. The water depths at the proposed location of the boatlifts ranges from -2'@
Normal Low Water (NLW) to -4' @NLW. In addition, the applicant is also proposing to remove a section
measuring 6' 14' from the southern side of the L-head. Then the applicant is proposing to install a boat ramp
measuring 12' in width and a total of 51' in length, approximately 19' would be the approach and remaining 32'
would be below NHW. The water depth at this location is approximately -2' @NLW at the end of the boat
ramp. The applicant will need to grade the highground portion of the property to achieve an adequate slope for
the approach. The applicant is proposing to place the spoil material just to the east of the ramp in an area
measuring 11' in width by 27' in length, located a minimum of 30' landward of NHW. The water body
measures approximately 213' across at this location and the proposed dock extends 43' into the waterbody.

10. ANTICIPATED IMPACTS
The proposed boat ramp would fill approximately 240 ft.2 of Shallow Bottom and approximately 144 ft.z of
coastal wetlands. The proposed approach and spoil site would disturb approximately 513 ft.2 of highground
located in the Estuarine Shoreline Area of Environmental Concern. The two boatlifts would incorporate
approximately 312 ft.2 of Public Trust Area.

NARRATIVE FOR MCLAUGHLIN PROJECT
John A. McLaughlin has two existing residential lots adjoining Bump's Creek, Cando
Road, Stump Sound Township, Onslow County, North Carolina. Mr. McLaughlin
proposes to remove a portion of an existing wood dock, install a 12' concrete boat ramp
extending to the -2' contour of Bump's Creek. The approach to the boat ramp will be
excavated to provide a smooth transition to the water. This excavation will be stockpiled
on uplands outside of the 30' CAMA Buffer. The boat ramp will consist of concrete
pads, which are to be poured on uplands and upon curing will be pushed into position.
Mr. McLaughlin also proposes to realign an existing floating dock and install two boat
lifts. All other existing structures will not be altered.

The property will reduce the existing wood dock to install a boat ramp. The existing floating dock will be shifted over to align
with an existing wood dock. Proposed boat lifts will rest adjacent to the floating dock. The existing structure and covered
wood deck will not be altered.

of equipment and where it is to be stored.
Initially a portion of wood dock to be removed manually. Afterwards the concrete for boatramp to be formed on uplands and
pushed into place by back hoe or front end loader. Afterwards the shifting of floating dock and installation of boat lifts to be
accomplished by work boat or small barge. All materials to be stored on uplands at the site.
