Good afternoon Charles,
Per the emails in the thread below, DWR placed your application on -hold on May 15, 2024 as
indicated in the email from Cameron Luck. The preliminary jurisdictional determination submitted
with your CAMA major permit application is expired and will need to be reviewed by the USACE to
confirm the quantity of impacts proposed. The wetland boundary will need to be verified by the
USACE before the DWR 401 review can continue. Additionally, DWR has concerns based on the
previously approved wetland boundary that the proposed driveway alignment could sever the
hydrologic connection to the wetlands on the adjacent property to the northeast where the
boundary is not shown. The driveway crossing should include a culvert to maintain this connection.
I have attached a copy of the USACE comments that were provided to DCM. In accordance with
those comments and those provided above the application will remain on hold until the additional
information is provided and review can commence.
Please note, I am transitioning to a new role with the 401 Buffer Transportation Permitting Branch
and my scope of work will be related to transportation projects only. Michael Meilinger in the
Wilmington Regional office will continue review of the information and complete the review for this

Thanks for chatting over the phone about this one. I spoke with Liz to confirm everything we
discussed. I am not sure who you all talk to at the Corps prior to submitting the application for this
one but a PJD concurrence request will definitely need to be submitted for verification by the Corps.
Preferably it would have been done so prior to the CAMA application being submitted in order to help
minimize the review time period.
Since this has not been done yet, neither the Corps nor DWR are able to proceed in issuing a
certification/authorization. Please submit the necessary documentation ASAP to the Corps.
