Please provide the total depths pilings will be driven below the surface of the bottom substrate. -Approximately 10'-15' embedment with the likely refusal in that range. 2. Due to the high probability that there are various public/private utility and transmission lines located beneath the bridge and within the alignment of the proposed structure, please provide an additional figure or update an existing one to indicate where all possible risks are located. Please also include the resources or contact information used to determine these risks. -The applicant contracted with ESP Associates, Inc. to research and locate utilities. Please find attached a summary of findings and supporting documentation (ATTACHMENT A). 3. Please provide alternative analysis that considers the minimization of public trust usurpation. -Originating the proposed pier and connection further landward would require the entire structure to be fixed. Due to comments from NCDOT, the portion under the bridge needs to be floating and removable. Since this area is classified as PNA, the floating portion is shown as far landward as possible. Not to obstruct public access to waters landward of the proposed pier, the elevated sections have been added and modified as noted in Item 4 below. The Division asks that the applicant consider increasing the navigability of the elevated bridge sections to allow maximum vessel travel underneath the structures. Additionally, the division requests that the applicant provide signage at these elevated bridge sections notifying the public that they are allowed to travel beneath them. -The elevated spans have been increased from 10' to 12' in length and from 6' to 8' in height above MHW. Signage can be placed at all three sections. Please see attached updated figures (ATTACHMENT B). 5. Both the fixed and floating structures cross an easement between the two properties. Please provide a copy of the deed indicating ownership of the parcel located underneath the bridge. Also, please provide a copy of the DOT easement, or at minimum the book and page where it has been recorded. -The applicant retained the Law Office of Matthew A. Nichols to evaluate the easement and parcel located underneath the bridge. Please find attached a letter from Matthew Nichols and supporting documentation (ATTACHMENT Q. Level of Service C Utility Investigation: ESP Associates performed a Level of Service (Los C) investigation and was able to collect utility/facility records for: AT&T, Cape Fear Public Utility Authority (CFPUA), Lumen Technologies (CenturyLink), Piedmont Natural Gas (Duke Energy), and Windstream Communications. These records are attached as reference and do not show any conflict. Duke Energy (Power Transmission) and NCDOT did not provide records of the areas adjacent to the Isabel Holmes Bridge. ESP Associates contacted Tim Godwin (NCDOT, Division 3) for any available NCDOT facility plans. Mr. Godwin responded on March 8, 2024 that no records were found for utilities at the Isabel Holmes Bridge. This correspondence is attached for reference. Level of Service B Utility Investigation: ESP Associates performed a Level of Service (Los B) Sue investigation on February 27, 2024. This investigation focused on utilities on the east end of the Isabel Holmes Bridge. The utilities found were to the northeast of the bridge along US741NC1331North 3" Street. This area included power and communication utilities servicing the bridge. A Subsurface utility Field Sketch is attached as reference. Without performing Level of Service A (Los A) excavations, ESP cannot confirm or guarantee all utilities have been recovered or mapped within the Subsurface Utility project Area.
