Good morning Mr. Powell,
In accordance with the attached General Certification #4497 (GC 4497), the impacts described in
your permit renewal request, do not require written authorization to utilize GC 4497. However, you
are required to follow the conditions listed in the attached certification.
If the conditions of the attached general water quality certification cannot be met or the project
scope changes so that the thresholds listed are exceeded, additional review will be required by the
Division of Water Resources and an Individual Water Certification may be required. The approval
does not alleviate the need to comply with any other federal, state and local requirements before
proceed with your project.
The Division of Water resources has assigned the project# 20200322. Any future DWR
correspondence should reference this project number.
Please note, I am transitioning to a new role with the 401 Buffer Transportation Permitting Branch
and my scope of work will be related to transportation projects only. You will need to contact
Michael Meilinger or Jordan Cocanower in the Wilmington Regional office for stream
determinations, wetland permits, questions and concerns. They have been copied on this email.

Please make note that the US Army Corps of Engineers has elected to issue this permit prior to
the issuance of the required Division of Coastal Management CAMA permit. No development is
permitted to occur prior to the applicant obtaining any and all other necessary federal, state, or
local permits, including the CAMA permit.
