CC: Chandra Farmer, PE, Johnston County Mike Keen, Johnston County DESIGN NARRATIVE FOR FAST TRACK SANITARY SEWER PERMIT Johnston County PUBLIC UTILITIES JOHNSTON COUNTY PUBLIC UTILITIES POPLAR CREEK WWPS UPGRADE (Application 3) 309 E. Market St. Smithfield, North Carolina 27577 JCPU Project # 23-043-S March 2024 1.0 PROJECT DESCRIPTION The Whitley Heights Diversion project will abandon the Whitley Heights pump station and redirect it, along with the incoming Olive Branch Pump Station (WQ0041093) to a downstream gravity sewer. This will be accomplished with a new gravity sewer outfall and a short section of 10" forcemain. These changes are outlined on the attached vicinity and aerial maps and make for a system that has less maintenance by abandoning a pump station. The location of this project is at the intersection of Swift Creek Rd (SR1501) and US HWY 70 BUS W as shown on the attached USGS Map. This permit includes the removal of the Whitley Heights Pump Station and associated gravity sewer and flow from the Poplar Creek WWPS Upgrade (WQ0017822MOD) 2.0 EXISTING SYSTEM The Whitley Heights Pump Station is part of permit WQ0017822 Mod and currently serves the Olive Branch Pump Station (WQ041093). This service was intended to be a temporary solution until downstream improvements could come on line to redirect these facilities. The Whitley Heights Pump Station pumps to the Poplar Creek Pump Station which then pumps toward the existing Central Johnston County Regional Wastewater Facility. The County is constructing a new WWTF. In order to redirect flow from the region to the new 210 WWTF, the County constructed the Reedy Branch WWPS (WQ0042510) and the Buffalo Creek WWPS upgrade and FM (WQ0041628). The Buffalo WWPS and FM Upgrade facilities have been installed and these proposed connections can be made. 3.0 PROPOSED ADDITIONS There are no proposed additions with this permit. There is only the removal of a pump station and associated gravity sewer and flow from the original permit. 4.0 ADDITIONAL NOTES The added gravity sewer system will allow the Whitley Heights Pump Station to be abandoned. The 10" force main from the Olive Branch WWPS will be redirected to flow into the new gravity sewer system. The 10" force main from US 70 Bus to the station will be abandoned (a separate permit modification to the Olive Branch permit (WQ0041093) will be submitted to cover these changes). The downstream facilities at the Reedy Branch Pump Station (WQ0042510) and the 210 WWTF are still under construction and will be complete before the proposed facilities are placed in service. The attached FTA includes the existing forcemain, gravity sewer and associated flow that flows directly to the Poplar Creek WWPS. Based on calculations, flows on the original permit are 80 GPD per bedroom per day (see attached flow reduction letter) with 3.5 bedrooms per residential unit. On February 22, 2005, the Division of Water Quality received a flow reduction request for residences in Johnston County. The letter requests an allowable flow rate of 80 GPD per residential bedroom based on the evaluated data for three similar existing subdivisions. The water use data provided between November 2003 and October 2004 with daily readings taken during November 2004 was analyzed by central office and regional office staff with additional information requested. Based upon this data and the County response to our additional information requests, the Division hereby approves the use of 80 GPD per residential bedroom, with a minimum of 160 gpd for one and two bedroom units in all applicable non -discharge permit applications. Flow shall be incremented by 80/gpd for each bedroom above two., Reaardless of the adjusted design daily wastewater flow rate at no time shall the wastewater flows exceed the effluent limits defined in the NPDES permit for the treatment facl& or exceed the capacity of the sewers downstream of any new sewer extension or service connections . A permit modification and fee is required to apply this flow reduction to any existing permits where flows have been allocated.
