At this time,the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items by close of business on 5/22/24 so that we may accept the project and begin the review process, otherwise,the project will be returned as administratively incomplete. • 2x hard copies of the Application with the following corrections made(These items are required per 15A NCAC 02H .1042(2)(a)and per Section VI, 1 of the Application): • Section I,4—The provided coordinates do not correspond to the project area (see attached). Please revise. Coordinates have been revised. • Section II,4—Please indicate the other applicable permits that will be required for this project. Most projects require, at a minimum, an E&SC permit. Please revise as needed. E&SC Permit Added. • Section III, 2—Per 15A NCAC 02H .1040(1)(d), acceptable signing officials for local government entities include a principal executive officer, ranking official, or other duly authorized employee. Please provide documentation showing that Mr. Powers is authorized to sign on the County's behalf or revise the signing official. Email from Rowan County Manager included. • Section IV, 6—Per the USGS topo map,there appears to be surface waters located on-site (see attached). Please account for these surface waters in this section of the Application (and Line 4 on the cover of the Supplement-EZ Form), recalculate the project area and percent BUA for the site as needed, and ensure that these surface waters and associated vegetated setbacks are clearly shown on the plans(required per 15A NCAC 02H .1042(2)(g)(iii)). Surface waters and BUA updated. • Please provide a signed and notarized operation and maintenance form (available at the following website: https://www.deq.nc.gov/about/divisions/energy-mineral-and-land- resources/stormwater/stormwater-program/stormwater-design-manual).This item is required per Section V&VI,3 of the Application and 15A NCAC 02H .1042(2)(j). NOTE:The provided maintenance agreements are outdated and no longer accepted. Revised O&M included. • 2x signed &sealed hard copies of a plan sheet showing the following corrected additions: • Drainage area to the SCM delineation.This item is required per 15A NCAC 02H .1042(2)(g)(iv)& Section VI, 8o of the Application. It is noted that a drainage area delineation is included in the calculations, however this item is required to be provided in the main set of plans. Revised DA Maps added at 24x36 for inclusion in plan set. • Surface water and vegetated setback delineation.This item is required per 15A NCAC 02H .1042(2)(g)(iii) &Section VI, 8h &p of the Application. Jurisdictional Determination included. Please only provide the revised page(s). While not required for administrative completeness,the following issues were noted during review(which may be brought up in more detail during the technical review): - It is strongly recommended to reduce the area draining to a sand filter to no more than 5.0 acres and to reduce the percent imperviousness of the drainage area as both of these factors increase the amount of fine particles that enter the SCM, causing it to clog, requiring more frequent maintenance, and increasing the cost of ownership over the life of the SCM. It is recommended to either pick a more suitable SCM for the site or to reconfigure the drainage area to the SCM (using two smaller sand filters instead of a single i large sand filter may be required). Owner understands maintenance requirements. According to the NCDEQ Stormwater BMP Manual—"Sand Filters will function much better when the drainage area is highly built-upon because this will greatly reduce the amount of fines that reach the sand filter.There is no maximum drainage area for sand filters" - Please ensure that sufficient BUA is being captured and treated in the SCM. In order for a project to meet Runoff Treatment,the net increase in BUA must be captured and treated in one or more primary SCMs(if it is not practicable to do this,the Division may allow the site to be permitted as a project with areas of high and low density in accordance with 15A NCAC 02H .1003(1)(d). Due to site constraints:topography, surface waters,easements, etc. it is not possible to capture the driveway entrance into the SCM. All other impervious has been captured in the SCM. - Sand Filter MDC 2—Please ensure that the volume provided in each chamber of the sand filter is equivalent(the sand filter chamber appears to be larger than the sediment chambers). Updated SCM Calculations. - The provided soil borings appear to indicate the encountered ground water level, not the seasonal high water table.The seasonal high water table elevation is required for determining separation requirements. Letter provided indicating SHWT information. - Application, Section IV, 10, Percent Impervious Area—Please ensure that this value reflects the percent BUA for the drainage area to the SCM and not for the entire project area. Updated application NOTE:This is an administrative completeness review, not a detailed engineering review,there may be other issues that may be brough up during the engineering review. If these items are received within the stipulated timeframe,we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant). NOTE:While Kaitlin is out of the office and while she is catching up on her work after returning, administrative completeness reviews may take longer than they typically do.
