To: Mr. Gary Beecher and Mr. Anthony Scarbraugh,
Mr. Jimmy Hardison of Big Buck Plantation LLC is a farmer in Beaufort County and recently
purchased approx. 204 acres six miles north of Washington, NC. Approximately 68 acres is
current agriculture fields with the remainder in forestland. The previous landowner clear
cut most of the forestland. Most of the clear cut contains non -hydric soils and Mr. Hardison
plans to put these areas into agriculture production.
In order to access a large area of Goldsboro soils a farm road will cross a blue line stream
and associated wetlands. A culvert will be placed in the stream channel as well as
floodplain culverts on either side of the stream channel. The proposed farm road will be
located where the loggers crossed the stream (see attached picture). This will be a
perpendicular crossing of the stream and wetlands and will be the minimum size necessary
to accommodate farming equipment.
Mr. Hardison is requesting written responses from USACE and NCDWR that his proposed
farm road does not require permits [USACE; 33 CFR 323.4 (a)(6)] and that he can proceed
with construction.
