It has permanent stream impacts of 135 and temporary stream impacts of 23 for a total of 158 with no other type of impacts. Technically the NW 33 would not have a fee while the NW 23 would, but I'm stuck on whether this is a minor or major fee. Since it is a NW 23 am I only looking at permanent impacts which would be minor or once the 40 foot threshold has been reached should I be looking at total impacts which would make it a major? Hope that question makes sense.
