Middleton Boulevard) Dear Ms. Chapman: As you lulow, NCDOT has been cooi•dinatin�; with the Town of St. James to compile the iaxformation i�equested by lhe Merger T'eam to fuiiher consider the Town's requested hreak in the special control of access limits on the subjcct project. The Town of St. Jarrkes prese�iied their request for a break in the special control of access limtts at a�� aget�cy meeting on Navemhtr 24, 2013. Durin� the n�eeting th.e agencies asked for the `I`own ta supply additiot�al informatio�y regarding a nu�nber of iteins as listed in the aitached November 20, 20I3 Me�•ger Team Meeting Minutes. Tl�e Town and Williamson �arcel owners have committed to impiementing deed restric#ions to pratect wetlands as sl�own on Aitachment A dated May 21, 201G. The To�usi l�as p�•ovided an example of a c�eed witI� the cuiz•e�it language used to protect wetla��ds withi�i each parcel. As sl�awn otf Attachment A, ihe requested break in fhe special control of access is proposed at —L- Sta. 91 �-39.5 I aiong SR l] OS (E.F, Middleton Blvd). The ri�ht of way along t(�e proposed access raad will provide a]eng-lh of 460 feet of special control of access fi�om MiddIeton Blvd, and wi11 be 144 foot ii� widtl�. The access road will cantinue for an additianal 4632 feet with 6Q feet wide right of way to its connection witl� St. Ja�nes Drive. All roads and access points are cfesig��ed to avoid wetland impacts. There are two small wetIand a�•eas witilin the 50 feet wide rigi�t of way near its jE►�tction with St. James Uz•ive but tlie `I'own's co�isu}tants lzave verified that these wetl�nc�s wou]d taot be impaeted by tl�e proposed road, fill siopes, or associated drazr�Age.
