III. Certification Statement:
I Scott N. Schroyer certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and 11 plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

System Improvements project to address its wastewater capacity needs and replace aging
infrastructure.The proposed project includes construction of one new wastewater lift station
(1-85 Lift Station), replacement of two lift stations (East Middleton Lift Station and Joe Peed Lift
Station), approximately 29,700 feet of new 8-inch to 24-inch diameter force main, and
approximately 30,700 feet of new 8-inch to 36-inch diameter gravity sewer. Four additional lift
stations (Joe Peed Booster, Wilkins, Mt. Hope, and 11th Street Lift Stations) and approximately
42,600 feet of 3-inch to 8-inch diameter force main will be abandoned upon installation of the
new infrastructure.
A request to rescind the Joe Peed Booster Lift Station permit, WQ0033616, is being submitted
to the Division of Water Resources under separate cover. The other parts of the project that are
proposed for abandonment or replacement are part of permits that pre-dated SGWASA's
founding in 2002, and these permit numbers were not able to be identified after review of
DEQ's permit list and Laserfiche system.

SGWASA is requesting rescission of Permit WQ0033616 for the Joe Peed Booster Lift Station (contingent
upon placing the 1-85 Sewer System Improvements project into operation).The lift station will no longer
be needed because wastewater will be pumped directly from the new Joe Peed Lift Station into the new
Southern Interceptor.
To abandon the Joe Peed Booster Lift Station, SGWASA will demolish and remove all structures at or
above grade such as equipment pads. All below-grade structures less than 3-feet deep will be
demolished and removed as well. All below-grade structures greater than 3-feet deep, including
manholes, wet wells, drywells, etc., will be removed to 3 feet below grade, broken up at the bottom to
prevent flotation issues, backfilled with sand or pea gravel within the structure, and backfilled above the
removed structure with common fill. All aboveground structures will be thoroughly inspected as
required by the contractor for hazardous material before beginning any demolition. Notifications must
be submitted to the Health Hazards Control Unit with Granville County by the contractor if any
hazardous materials are identified.

SGWASA 1-85 Sewer System Improvements
Project Narrative
South Granville Water and Sewer Authority (SGWASA) serves the southern portions of Granville
County, including the municipalities of Creedmoor, Stem, and Butner, and proposes to
construct the 1-85 Sewer System Improvements project to accommodate current and future
wastewater capacity needs in Granville County. Currently, portions of the existing wastewater
collection system are approaching their maximum capacity to reliably convey flow to the
SGWASA Wastewater Treatment Plant (WWTP). The project is also needed to repair and
upgrade SGWASA's aging and obsolete collection system to avoid sanitary sewer overflows
(SSOs).
As part of the planning process for this project, SGWASA conducted hydraulic modeling,
developed future flow projections, analyzed collection system capacity, and evaluated
improvement alternatives to develop a project to address its capacity needs. The proposed
project includes construction of one new wastewater lift station (1.75 mgd capacity 1-85 Lift
Station), replacement of two lift stations (5.2 mgd capacity East Middleton Lift Station and 6.5
mgd capacity Joe Peed Lift Station), approximately 29,700 feet of new 8-inch to 24-inch
diameter force main, and approximately 30,700 feet of new 8-inch to 36-inch diameter gravity
sewer. Four additional lift stations (Joe Peed Booster, Wilkins, Mt. Hope, and 11th Street Lift
Stations) and approximately 42,600 feet of 3-inch to 8-inch diameter force main will be
abandoned upon installation of the new infrastructure.

Thank you for your comments on the SGWASA 1-85 Sewer System Improvements project sewer system
extension permit application (Application No. WQ0045257).Your comments from April 16, 2024 are
listed below with responses, and revised attachments are enclosed.
1. Section IX.S indicates the proposed project needs a 404/401 authorization. Please provide the
applicable permits and ARPA Nos.
Response: The ARPA No.for this project is SRP-W-ARP-0048. A 4041401 permit application was
submitted to USACE and DWR in September 2023 and resubmitted in April 2024 to address
comments from DWR. It is currently in review. The DWR No. is 20231361. The USACE Action ID is
SA W-2023-00464.
2. Section IX.6 indicates the proposed project needs additional environmental permits. Please
provide the applicable permits and ARPA Nos.
Response: The ARPA No.for this project is SRP-W-ARP-0048. Erosion and sediment control
permit applications were submitted to DEMLR in March 2024, and approvals were issued on
April 19, 2024. These permit numbers are GRANV-2024-0105 and GRANV-2024-0106. Copies of
the approvals are attached.

3. Section II of the FTSE 10-23 form indicated "None". Please provide explanation of"None".The
USGS maps indicates several pumping stations between the proposed lift stations and the
WWTP.
Response: As shown in Figure 1-1 "Overall Proposed Recommendations,"the 11st Street Lift
Station, Mount Hope Lift Station, and Wilkin's Lift Station are shown in red to be abandoned by
the Southern Interceptor. Additionally, the existing Joe Peed Lift Station and existing East
Middleton Lift Station will be abandoned and replaced. There are no existing lift stations that will
receive wastewater flow as a result of this project. The downstream connection points to existing
gravity sewer have now been labeled on both figures, and there are no lift stations between the
downstream connection point and the SGWASA wastewater treatment plant.
4. Topographical map and/or the aerial map provided are not sufficient. According to Section F of
the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map needs
to clearly identify the project area, including the closest surface waters, general location of the
gravity sewer, pumpstations, and force mains, and the downstream connection points for the
receiving sewer. Also please indicate the direction of flow.
Response: Revised USGS topographical and aerial maps are enclosed. Surface waters,
downstream connection points, and flow arrows have been added. Previous figures contain
project area, general location of gravity sewer,pump stations, and force mains.

form requesting a Certificate of Coverage (COC) under the NCG010000 Construction General Permit.After the form is
reviewed and found to be complete, you will receive a link with payment instructions for the $120 annual permit fee. After
the fee is processed, you will receive the COC via email.As the Financially Responsible Party shown on the FRO form
submitted for this project,you MUST obtain the COC prior to commencement of any land disturbing activity.The eNO1 form
may be accessed atdeq.nc.gov/NCG01. Please directquestions about the eNOlform totheStormwater Program staff in the
Raleigh central office. If the owner/operator of this project changes in the future, the new responsible partymust obtaina
newCOC.
Title 15A NCAC 4B .0118(a) and the NCG01 permit require that the following documentation be kept on file at the job
site:
1. The approved E&SC plan as well as any approved deviation.
2. The NCG01 permit and the COC, once it is received.
3. Records of inspections made during the previous 12 months.
Also, this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspection to ensure compliance with
the approved plan.

North Carolina's Sedimentation Pollution Control Act is performance-oriented, requiring protection of existing natural
resources and adjoining properties. If, following the commencement of this project, the erosion and sedimentation
control plan is inadequate to meet the requirements of the Sedimentation Pollution Control Act of 1973 (North Carolina
General Statute 113A-51 through 66), this office may require revisions to the plan and implementation of the revisions to
insure compliance with the Act.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and State water quality laws,
regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land-disturbing
activity. This approval does not supersede any other permit or approval.
Please note that this approval is based in part on the accuracy of the information provided in the Financial
Responsibility/Ownership Form, which you provided. You are requested to file an amended form if there is any change in
the information included on the form. This permit allows for a land-disturbance, as called for on the application and plan,
not to exceed the approved acres. Exceeding the acreage can be a violation of this permit and may require a revised plan
and additional application fee. In addition, it would be helpful if you notify this office of the proposed starting date for this
project.
Modifications Required for Approval:
1. Approval of this erosion and sedimentation control (E&SC) plan does not authorize impacts to wetlands, coastal
marsh, streams or other waters of the State or United States or supersede any other permitting requirement of any
Federal,State or Local agency. Please provide a copy of the USACE 404 permit and DWR 401 certifications when available
for the office file. Submit documentation with maps showing location and extent of impacts to streams and wetlands
with any special conditions pertaining to E&SC and restoration of affected areas. Identify the streams, wetlands, and
buffers on the plan sheets. Include any additional measures, construction specifications, maintenance requirements and
construction sequencing as required by the 404/401/Buffer Determination and Buffer Authorization on the plan sheets.
PLEASE NOTE: If the approval of these other permits results in any changes to the E&SC plan then a revised E&SC

This office has reviewed the subject erosion and sedimentation control plan. We find the plan to be acceptable with
modifications and hereby issue this Letter of Approval with Modifications. The Modifications Required for Approval are
listed on the attached page.The Certificate of Approval must be posted at the job site. This plan approval shall expire
three (3) years following the date of approval, if no land-disturbing activity has been undertaken, as is required by Title
15A NCAC 4B .0129.
As of April 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent(eNO1)
form requesting a Certificate of Coverage (COC) under the NCG010000 Construction General Permit.After the form is
reviewed and found to be complete, you will receive a link with payment instructions for the $120 annual permit fee. After
the fee is processed, you will receive the COC via email.As the Financially Responsible Party shown on the FRO form
submitted for this project,you MUST obtain the COC prior to commencement of any land disturbing activity.The eNO1 form
may be accessed atdeq.nc.gov/NCG01. Please directquestions about the eNOlform totheStormwater Program staff in the
Raleigh central office. If the owner/operator of this project changes in the future, the new responsible partymust obtaina
newCOC.
Title 15A NCAC 4B .0118(a) and the NCG01 permit require that the following documentation be kept on file at the job
site:
1. The approved E&SC plan as well as any approved deviation.
2. The NCG01 permit and the COC, once it is received.
3. Records of inspections made during the previous 12 months.
Also, this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspection to ensure compliance with
the approved plan.

North Carolina's Sedimentation Pollution Control Act is performance-oriented, requiring protection of existing natural
resources and adjoining properties. If, following the commencement of this project, the erosion and sedimentation
control plan is inadequate to meet the requirements of the Sedimentation Pollution Control Act of 1973 (North Carolina
General Statute 113A-51 through 66), this office may require revisions to the plan and implementation of the revisions to
insure compliance with the Act.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and State water quality laws,
regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land-disturbing
activity. This approval does not supersede any other permit or approval.
Please note that this approval is based in part on the accuracy of the information provided in the Financial
Responsibility/Ownership Form, which you provided. You are requested to file an amended form if there is any change in
the information included on the form. This permit allows for a land-disturbance, as called for on the application and plan,
not to exceed the approved acres. Exceeding the acreage can be a violation of this permit and may require a revised plan
and additional application fee. In addition, it would be helpful if you notify this office of the proposed starting date for this
project.
Modifications Required for Approval:
1. Approval of this erosion and sedimentation control (E&SC) plan does not authorize impacts to wetlands, coastal
marsh, streams or other waters of the State or United States or supersede any other permitting requirement of any
Federal,State or Local agency. Please provide a copy of the USACE 404 permit and DWR 401 certifications when available
for the office file. Submit documentation with maps showing location and extent of impacts to streams and wetlands
with any special conditions pertaining to E&SC and restoration of affected areas. Identify the streams, wetlands, and
buffers on the plan sheets. Include any additional measures, construction specifications, maintenance requirements and
construction sequencing as required by the 404/401/Buffer Determination and Buffer Authorization on the plan sheets.
PLEASE NOTE: If the approval of these other permits results in any changes to the E&SC plan then a revised E&SC
application reflecting those changes must be submitted to our office for review and approval. (GS 11 3A-54.1(c), 15A NCAC

Hi Richard,
For the permit we requested to be rescinded, WQ0033616, the Joe Peed Booster Station, we
do not have a copy of the permit. We found that number and description in the spreadsheet of
permits that you sent us, but we don't have the permit itself.
For the two that you attached to the email, we did look at those,because we initially thought
they might be candidates for replacement. However, upon further investigation, while
WQ0013327 refers to SR 1110 (Joe Peed Rd), it is for a crossing of"Holman Creek" (Holman
Creek appears to be upstream of Rogers Lake and outside of our project area). Therefore, this
permit does not appear to be related to the existing force main along Joe Peed Road. The
Permit WQ0029859mod for the Wynngate subdivision is the one that I thought might be for
the East Middleton Lift Station; however,upon review of the permit, it says it's for 3985 LF
of 8" gravity sewer, and it does not include a pump station. In the flow tracking form says it
discharges into the "East Middleton Drive"pump station(that pump station is the one we are
replacing). Therefore, I don't think WQ0029859mod is a permit that we would need to
modify.
Unfortunately, we were unable to find any other permits that correspond to the infrastructure
that is to be replaced.

All,
This is a draft of your I-85 Sewer system Improvement permit with the associated application.
This is a complicated ARPA project in due to 57,347 LF of piping, adding and replacing 3
pump stations, and abandonment of other pump stations. We must make sure there are no
duplications of this permit with past permits. We tried earlier in the year to find associated
previous permits with very little success due to past recordkeeping. If needed, we can rescind
additional permits to prevent duplication. Attached are 2 old permits that might be in the
general area. The only permit you requested to be rescinded(WQ0033616) I can't find
anywhere. I'm trying to get this done by Tuesday 6/4 and before a vacation. Any help is
appreciated.

We are preparing responses to your comments below, and need some clarification on Question 3
(highlighted below).
In section II of the submitted FTSE form (attached), we listed "none" because there are not any
existing lift stations that receive flow from our project and re-pump. Should we also list the
proposed pump stations we are permitting through the sewer extension permit? My understanding
of the form was to identify existing lift stations outside of our proposed project, but may have been
mistaken.

Hello Beau,
After reviewing the Fast Track Sewer System Extension Application for 1-85 Sanitary Sewer System
Improvements (Application Number WQ0045257), additional information is required in order to
further process the application. Please provide the following information before May 16, 2024,
since this is ARPA funded project(No. SRP-W-ARP-0048). Note that the requested information
must be submitted within 30 days of this request, or the applicant will be required to submit a new
application and application fee in accordance with 15A NCAC 02T.0107.
1-Section IX.5 indicates the proposed project needs a 404/401 authorization. Please provide the
applicable permits and ARPA Nos.
2-Section IX.6 indicates the proposed project needs additional environmental permits. Please
provide the applicable permits and ARPA Nos.
3—Section II of the FTSE 10-23 form indicated "None". Please provide explanation of"None". The
USGS maps indicates several pumping stations between the proposed lift stations and the WWTP.
4-Topographical map and/or the aerial map provided are not sufficient. According to Section F of
the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map needs to
clearly identify the project area, including the closest surface waters, general location of the gravity
sewer, pumpstations, and force mains, and the downstream connection points for the receiving
sewer. Also please indicate the direction of flow.
15A NCAC 02T.0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to
make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be accompanied
with a new application fee."

*Please note that the fee for fast track sewer extension permits has increased to$600 as of
October 3, 2023[as stipulated in the 2023 House Appropriations Act, House Bill 259, Water
