Below are answers in red to the additional questions you have regarding our permit submittals. Thank you for submitting the PCN for the subject referenced; project. Please provide the following additional information : 1. Please provide an acreage estimate for the grading and land disturbing extent for this project. The disturbed area for this project will be 2.10 ± acres. 2. How many trees greater than 3” diameter at breast height will be cut for this project and during what time of year? There are No trees greater than 3” in diameter that will be cut. As part of the project construction, trees along the forested eastern property line will not be cut. Additionally, silt fencing will be installed along a 30’ buffer adjacent to the stream to protect sensitive areas from disturbance. 3. Please justify why the impacts to Wetland 1 cannot be avoided or further minimized by modifying the fill footprint and/or building/stormwater placement. The 3.13 ± acre project site has a proposed use of a retail store that will require 2.10 ± acres of disturbance to accomplish the project goals. That is, to construct a building and parking area to allow for this intended use of retail sales. The 12,640 sf building requires the minimum parking spaces proposed as well as area for ingress/egress of large tractor-trailer delivery trucks. Every configuration of the store orientation has been evaluated as well as parking lot layouts to minimize stream/wetland impacts and accomplish the project goal of offering a retail store in the Warne, area. 4. Please provide information on the proposed commercial use of this development to justify the need for the size of the building and parking area. 3 The project use is to establish a Dollar General discount retail store in the community of Warne, NC which wil provide the citizens of the area with a source for convenient and economical shopping within an area that currently has limited opportunities. It will mean that citizens will not have to drive long distances for many necessities and other items. As previously discussed in Question #3, the 12,640 square foot building necessitates the minimum parking spaces proposed along with adequate space for the ingress/egress of large tractor-trailer delivery trucks. Our project engineers have thoroughly assessed various store orientation configurations and parking lot layouts to mitigate stream/wetand impacts while achieving our objective of establishing a retail store adequate size in the Warne area. 5. It looks like there may be existing structures on the property. Please provide a description of the structures and whether they will be removed for the project. If they will be removed, please let me know if the structures have been inspected for bat presence and describe any mitigative measures that you would propose to minimize effects to endangered bat species. There are no structures located on the subject property. There is an old barn located north of the subject property. The construction of the Dollar General will have no effect on the old barn.
