Department of Environmental Quality wnm,n9f n Section Wilmington Regional Office - Water Quality Section negional office 127 Cardinal Drive Extension Wilmington, NC 28405 RE: Beaufort Maritime Education Center-Sewer System Extension Permits Dear Mr. Benson, On behalf of North Carolina Department of Natural & Cultural Resources please find the attached documentation in support of Fast Track Applications (FTA 10-23) for the referenced project. As noted in the application, this project will consist of gravity sewer service, a pump station, and force main that will serve the Beaufort Maritime Education Center in Beaufort, NC. The pump station, force main, and gravity sewer service will be owned and maintained by the property owner, the North Carolina Department of Natural&Cultural Resources. The proposed project will meet all DWR's minimum design criteria for sanitary sewer extensions. The daily design flow rate for this project is calculated at 7,250 GPD based on NCAC 2T Rules for wastewater flow rates and the anticipated flow from the parks with restroom facilities. The proposed sanitary sewer line sizes are more than adequate to convey the design flow rates. Please find attached the following information in support of the application: • Fast Track Sewer System Extension Application (FTA 10-23) • Flow Tracking/Acceptance Form for Sewer Extension Applications(FTSE 10-18) • Project Narrative • USGS Map • Street Level Map • $600 Check for payment of Application Fees If you have any questions regarding this request or if you require any additional information, please feel free to contact me at 910-899-4619 or rbergeron@withersravenel.com. It has generally flat terrain with slopes generally less than 5%with a few sections around the existing wetlands and ditches that exceed 5%. The wetlands located onsite have been delineated by the Davey Resource Group, mapped by WithersRavenel, and accepted by NCDWR and the USACE. Wetlands are located primarily along the southern and western edges with a large area of wetlands at the eastern portion of the site and several smaller pockets throughout the site. The site also includes both jurisdictional and non-jurisdictional ditches. Land use in the vicinity of the project varies.Adjacent land uses include the Michael J. Smith Airfield to the northeast, existing residential development to the northwest, and Highway 70 to the south. The site is bounded by the Newport River to the west. The project proposes the construction of a new maritime education center and associated site development including driveways, parking, sidewalks, and landscape areas. Proposed sanitary sewer facilities include a sanitary sewer service. The sewer service will flow into the proposed packaged grinder pump which will connect to the existing public forcemain located in the West Beaufort Road Extension right-of-way. 2 Sewer Design The proposed sewer system includes the design and construction of a single PVC sewer service for the proposed building. The service will be directed into the proposed grinder pump station. The proposed pump station is located in a landscape area and is greater than 50'from the nearest wetland area. Flow from the pump station will be directed via a 1.5" force main to a connection with the Town of Beaufort's existing 3"force main located in the West Beaufort Road Extension right-of-way.A total of 585 linear feet of 1.5" PVC force main is proposed. All proposed sanitary sewer is to be private. The project proposes a total wastewater demand of 7,250 gallons per day(per 15A NCAC 02T .0114 and G.S. 143-215.1). The pump station is designed to accept flows from the proposed building only and does not anticipate future flows contributing to the pump station.
