A North Carolina Division of Marine Fisheries (DMF) Fisheries Resource Specialist has
reviewed this CAMA Permit application for proposed actions that impact fish and fish
habitats. The applicant proposes to construct a new concrete boat ramp, two wooden or
vinyl groins, a fixed pier with floating dock and kayak ramp, and a private nine slip docking
facility with a floating dock and floating finger piers.
The project site is located at 15 Bridge Road, Wilmington, adjacent to the AIWW, New
Hanover County. The New Hanover County Land Use Plan classifies the adjacent waters as
Conservation, and the adjacent high ground portion of the project area as Residential. The
adjacent waters of the AIWW/ Middle Sound in the project area are classified SA:ORW by
the Division of Water Resources and this area is not designated as Primary Nursery Area
(PNA) by the N.C. Division of Marine Fisheries. They are open to the harvest of shellfish.
The proposed project includes a new fixed pier, measuring approximately 6' wide x 40'
long, that leads to a 6' x 48' floating dock, perpendicular to this floating dock a 6' x 124'
floating dock would sited parallel to the shoreline with four floating finger piers, each 4' x
24' creating nine formalized slips. There are no formalized slips on the landward side of the
docking facility. A new concrete boat ramp will be poured on high ground and placed on
top of the existing boat ramp after curing. Two groins are proposed to help prevent
shoaling over the boat ramp. A second pier approximately 6' x 52' is proposed on the
western side of the boat ramp. It will lead to a 6' x 18' floating dock and 5' x 14' kayak
launch.
The NCDMF staff conducted multiple sites visits to verify water depths. Staff found a
shallow muddy shelf that extended to approximately 43' off the marsh line. This habitat
includes submerged aquatic vegetation (SAV), macroalgae and live shellfish. The -2.0' depth
contour is just beyond the muddy shelf., however, the submitted proposal identified the -
2.0' depth contour 12' off the marsh line. The NCDMF does not have any concerns with the
proposal with the docking facility being moved out 43' off the marsh line to sited in the -
2.0' depth contour.
