Regional Supervisor Water Quality Regional Operations Section Asheville Regional Office Division of Water Resources, NCDEQ 2090 US Highway 70 Swannanoa, NC 28778 Subject: NOTICE OF VIOLATION TRACKING: NOV-2024-DV-0251, permit # NCO23736 Dear Mr. Boss: This letter is in response to the Notice of Violation letter dated May 31, 2024. Please allow this letter to function as a response to address the issue. On May 22, 2024, Gunpowder Creek WWTP SBR tank # 3 overflowed approximately 3,500 to 4,200 gallons. A SSO report was filled out and sent in to Rachel Rose. The SCADA system viewing monitor for the Gunpowder Creek WWTP SBR operating system is located at the Lower Creek WWTP operator office and was indicating the SBR system was working properly. However, a maintenance worker did did notice the overflow and called Donnie Hawkins, ORC at which time he immediately informed the maintenance worker how to shut off the tank to stop the overflow. Within 10-12 minutes Donnie arrived at the plant. Donnie Hawkins, ORC has been in contact with Aqua Aerobics and together they traced the issue to be one of the PCL input cards had gone bad. That input card since has been replaced and is now functioning properly. Donnie has been talking with the programmers at Aqua Aerobics about being able to include an alarm for when the PCL is not working. They discussed a flashing yellow screen would be a good alarm that the PCL is not working. There are individual alarms for various other malfunctions, like the mixers are off, the decant is not working, but not one indicating the PCL malfunction. If they can get this alarm system to be operational that should ensure that other issues like the overflow could be prevented. Respectfully submitted, Elisa Triplett
