RE: Benchmark Exceedance Notification
To whom it may concern,
Savage Services, the parent company of Bartlett Milling Company, L.P. (Bartlett), is assisting Bartlett
in notifying the North Carolina Department of Environmental Quality(DEQ) of exceedances of
parameter benchmark levels listed in permit NCG060156.This notification is intended to be a Tier
Two Response which includes reporting any two consecutive sampling results in a row for the same
parameter that are above the benchmark value at an outfall. Since the issuance of the permit in July
2021,the following parameters have exceeded the benchmark values:

Note: Sample results not shown in the table were below benchmark levels.
The sample results for the latest sample collected (12/22/2022)were received by Bartlett on
1/4/2023. Upon reviewing the latest sample results, Bartlett immediately replaced all of the storm
drain filters that are installed below each of the grates onsite. New filters have also been ordered
that will be installed on top of each grate as an additional pollution prevention measure. In the past,
Bartlett has applied a significant amount of gravel (16 truckloads)to the facility in an attempt to
cover exposed sediment and reduce the TSS levels in stormwater discharged from the facility.
Bartlett has approved and is awaiting the addition of concrete to areas in front of the maintenance

shop and is acquiring additional quotes to add concrete to the facility to help improve stormwater
quality if needed based on future test results.
Bartlett understands that monthly monitoring is now required at the outfall until three samples in a
row are below the benchmark value or are inside the benchmark range.
