Please find the enclosed NPDES permit renewal application for Mallard Creek WRRF. The application
includes Attachments #1-11. The following is a summary of the attachments submitted with the
application:
• Attachment #1 is a narrative description of Mallard's treatment process.
• Attachment #2 provides additional information requested in Section 1.6. Inadequate space
was available to record 'Other' environmental permits.
• Attachment #3 summarizes the contractor information requested in Section 1.25.
• Attachment #4 addresses Section 2.2 and explains the ongoing work that CLTWater does to
minimize inflow and infiltration.
• Attachment #5 includes the topographical map required in Section 2.3.
• Attachment #6 includes the plant flow schematic required in Section 2.4.
• Attachment #7 provides the scheduled improvements as requested in Sections 2.5 and 2.6.
• The data in Table A is summarized for the time period of October 2022 through March 2024.
• For Table B, all parameters are summarized from October 2022 through March 2024 except
for TRC, Oil and grease, and TDS. Since these parameters are a part of the annual Effluent
Pollutant Scan, they were summarized for the timeframe from October 2019 through March
2024, in order to provide a larger data set for these parameters.
• For Table C, annual Effluent Pollutant Scan parameters results were also provided for the
timeframe from October 2019 through March 2024. These are easily recognizable since they
are represented by only 6 data points. All the other parameters listed in Table C were
summarized using the time period from October 2022 through March 2024.

• For Table D/Chemical Addendum, to the best of our knowledge, no additional parameters
were sampled for, or identified in, Mallard's effluent during this permit cycle that have not
already been reported to NCDWR. Therefore, Charlotte Water has not included a chemical
addendum form in this permit renewal application.
• Attachment #8 includes a list of current components to be included in the "Supplement to
the Permit Cover Sheet".
• Attachment #9 includes the Priority Pollutants Analysis reports with organics results that
have been completed by this facility since the last permit renewal.
• Attachment #10 includes information that supports CLTWater's request for continuation of
reduced monitoring frequencies for conventional pollutants.
• Attachment #11 includes the Second Species Toxicity Tests completed for this facility since
the last permit renewal.
Charlotte Water is in the process of updating all Wastewater Treatment Plant (WWTP) and Water
Reclamation Facility (WRF) names to Water Resource Recovery Facilities (WRRF's). CLTWater is
requesting that the name of Mallard Creek WRF be changed to "Mallard Creek WRRF" in the issuance of
the draft and final permits.
Please note that some of the parameters for which data has been submitted in this application have two
method detection limits. This is due to a change in the sensitivity of the analytical method or a change
in the requirement to use a different analytical method and/or report to a lower detection limit during
this permit cycle.

Mallard Creek WRRF Narrative of Treatment Processes
Mallard Creek is a 13.1 MGD WRRF
Description of Treatment
Treatment consists of coarse and fine mechanical bar screens; grit removal; day tanks; storm
flow equalization; five primary clarifiers; three trains in parallel of activated sludge treatment;
four final clarifiers; effluent rotating disc filters; ultraviolet disinfection; reclaimed water
distribution; sludge thickening; anaerobic digesters; and sludge dewatering.
Liquid Processes
Preliminary Treatment:
Wastewater enters the plant through a 36-inch gravity sewer line to enter the headworks and
influent pumping station. The flow entering the headworks flows through two mechanical bar
screens where the screenings are compacted and conveyed to a dumpster. Flow from the
screens is sent to two vortex grit removal basins with a combined 32 MGD capacity.
Primary Treatment:
Following preliminary treatment, the wastewater splits between two 500k gallon cells of the
flow equalization day tanks (1MG total). From here, it is pumped to the distribution boxes (DB),
DB-1, DB-1A, and DB-2A and is distributed to the five existing primary clarifiers (PC-1 through
PC-5) with a total combined volume of 1.25 MG. After primary treatment the flow from all of
the operating clarifiers is collected and discharged into DB-5 where it is combined with the RAS
flow from all three treatment trains and then is distributed to the aeration basins.
Secondary Treatment:
The primary clarifier flow is combined with RAS and split equally between biological treatment
trains 1, 2, and 3. It goes through anoxic zone and aeration zone with internal recycle. The
activated sludge process is carried out in in parallel across three rectangular aeration basins
and, in trains 1 and 2, is followed by additional round aeration basins, with all aeration tanks
combined totaling a volume of 5.26 MG.
Following the aeration basin, flow from the round oxic basins of trains 1 and 2 are combined in
DB-9 and split to final clarifiers (FC) FC-1, FC-2, and FC-5, each with a volume of 0.881 MG. Flow
from the train 3 aeration basin is sent to final clarifier FC-3 (0.881 MG) at DB-18. A portion of
the flow at DB-18 can be directed to DB-9 to mix with the flows from trains 1 and 2 and feed to
FC-1, FC-2, and FC-5. This portion is determined by a modulating pinch valve that calculates an
input percentage to divert based on influent flow. Flow from all final clarifiers combine at DB-
11 then gravity flow to the filter distribution structure.
Tertiary Treatment:
Combined secondary effluent flow from all the final clarifiers is sent to filter distribution
structure (FDS) FDS-1 for filtration. Filtered effluent is sent for UV disinfection and then to the
cascade aeration structure where re -aeration takes place. The effluent is discharged through a
42" line into Mallard Creek.
Reclaimed Water Generation and Distribution System:
Mallard Creek WRRF's reclaimed water distribution system operates by pumping treated
effluent from post UV disinfection to the reclaimed water well. Reclaimed water is chlorinated
to (a level of 0.25 mg/I - 0.5 mg/1) and can be used as non -potable plant water. The reclaimed
water distribution system is not currently in service, however once in operation will have the
ability to supply water to approved customers.
Solids Processing and Biosolids Management at Mallard Creek WRRF
Mallard Creek WRRF operates 4 primary digesters with an average detention time of 30-40
days. The average total solids content of the sludge (RAW and TWAS) being sent to the primary
digester is 3.0 - 4.0%. Average sludge flow to the primary digesters is between 30-40k
gallons/day. Mallard Creek WRRF is currently operating one secondary digester with a volume
of 500k gallons. The average total percent solids for the digested sludge at Mallard Creek WRRF
is 1.5 - 2.0%. For thickening and dewatering purposes, Mallard Creek WRRF uses two
thickening centrifuges and two dewatering centrifuges. Dewatered solids are belt conveyed
out of the dewatering building into a dump truck then transferred to a covered storage pad
onsite. They are stored here before being hauled off.
The average cake material is 20% solids. All biosolids produced at Mallard Creek WRRF are
Class B and are land applied in both North and South Carolina (if they pass all required testing
and conform to 40 CFR Part 503). All non -conforming solids are landfilled.

Mallard Basin Inflow and Infiltration (1&1) Reduction Practices
Charlotte Water (CLTWater) has maintained an established evaluation and rehabilitation
program since the early 1990's. The purpose of this program is to restore and preserve
hydraulic capacity, structural integrity, and to reduce corrective maintenance costs by
addressing issues that cause SSOs. This includes maintaining and implementing an on -going 1/1
reduction plan.
Multiple construction contracts are continually in place to address these issues. Through
comprehensive SSES efforts, including manhole inspections, smoke testing, CCTV, flow
monitoring, etc., areas are identified for rehabilitation and work orders assigned to a
contractor. The work may include manhole rehabilitation, point repairs, pipe lining and pipe
replacement.
CLTWater uses flow monitoring extensively to support engineering analyses, to prioritize sewer
improvements, and to evaluate capacity issues and 1/1 loadings in the major trunk lines in the
system. CLTWater currently has 66 permanent flow meters installed throughout the service
area (5 permanent meters in the Mallard Creek basin) and utilizes temporary flow metering on
an as -needed basis.
Since 2018, Charlotte Water's Sanitary Sewer Rehabilitation Program has inspected 379
manholes and installed 59 watertight frames and covers within the Mallard Basin. This does
not include similar work performed by CLTWater's Field Operation Division.
