The project consists of a 156-unit active adult living facility, 6,000 sf commercial/retail space with 4 residential units on top,46 residential duplex units, pool, parking lots, and a private road. The project will connect to Old Market Street (NC- 1400)via one main entrance. The property is owned by Ridgewood Garden Health Investors, LLC. The project drains to Futch Creek (SA; HQW) which is within the White Oak Basin (HUC12 030203020401). Currently the site is mostly woodlands with a few open areas consisting of bushes and grasses. The surrounding area includes Market Street to the west, & residential to the north, south, & east. Sewer Design The project includes gravity sewer,a pump station and forcemain. All but 275 LF of gravity sewer piping will be owned and maintained by Ridgewood Garden Health Investors, LLC,and the 275 LF of gravity sewer, pump station and forcemain will be owned and maintained by the Cape Fear Public Utility Authority(CFPUA). The 275 feet of gravity sewer to be owned and maintained by CFPUA is to provide a connection to existing gravity sewer in order to alleviate sewer capacity from a nearby existing pump station which this project does not flow to. • The gravity sewer system includes the design and construction of approximately 4,055 LF of 8-inch gravity sewer that will discharge into an onsite designed pump station. Sewer flow associated with the project totals 35,430 gpd. • The pump station includes 300 gpm pumps with 99 TDH and approximately 5,565 LF of 6-inch pressure force main. The pump station is designed with capacity for additional future flow. This project is not within the floodplain, but there are 3 proposed gravity sewer manhole is within 50 feet of wetlands and they will be constructed to meet the draft wetland separation policy. Finally, this project does include wetland impacts associated with construction of the site, which have been permitted. Attached are copies of the issues permits from the Army Corps and NCDWR. Flow from the pump station will be directed via a 6" forcemain that will connect to an existing forcemain along Market Street Street that is owned and maintained by CFPUA. The proportion and amount of Obligated,Not Yet Tributary Daily Flow(C)accounts for 33.5 %and 2.099 MGD of the Available Capacity(E) in Pump Station PS 89 ; and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately TBD MGD per year; and that c. A funded Capital Project that will provide the required planned capacity,namely N. College Road Force Main and PS is in design or under construction with Upgrades planned completion in 2026 ; and/or d. The following applies: CFPUA has a funded Capital project to install a new 16-inch,20-inch,and 24-inch force main along North College Road.This new force main will discharge into a new CFPUA pump station that will repump this flow and send it directly to the wastewater treatment plant. This new force main will replace an existing force main and redirect flow around PS 89. This will reduce the overall average daily flow at PS 89 leaving adequate capacity for this project. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over-allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system.
