This facility utilizes coagulation, flocculation, sedimentation,filtration, and disinfection for the treatment of potable water and wastewater.Wastewater consists of filter backwash, filter rewash, and decant from three(3)lagoons. The existing wastewater treatment components are the following: • Three(3) 500,000-gallon lagoons Chemical usage consists of: • Ferric sulfate • Fluoride • Sodium hypochlorite • Ammonium sulfate • Sodium hydroxide • Polymer • Sodium silicate • Sodium bisulfate • Powdered activated carbon Fact Sheet for Permit Renewal Apr 2024-NPDES Permit NCO045292-Page 1 RENEWAL SUMMARY The old WTP application, Short Form C,was submitted for renewal of this facility in January 2022. As of 2022,permittees are required to complete and submit EPA's application forms in place of North Carolina's old ones.As the renewal application for this facility was submitted before this change became mandated and significant time has passed between application and processing of the renewal,we will not require the re-submittal using EPA's forms and will proceed with what has been received. This renewal contains the following changes: • Updated the Supplement to Cover Sheet with the list of chemicals used for treatment and new max monthly average. • Added the facility grade to A. (1). • Removed the limit for Turbidity and reduced the monitoring frequency to Monthly in the effluent table in A. (1) as the receiving stream is not impaired for Turbidity,per the current WTP strategy. • Removed monitoring for Aluminum in A. (1)as the facility indicated they do not have the potential to discharge alum/aluminum sulfate,per the current WTP strategy. • Updated WET testing to Pass/Fail limit per current WTP guidance. Sections A. (1) and A. (2)have been updated. • Updated A. (3)to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. COMPLIANCE HISTORY Graham-Mebane WTP has no enforcements on record since the permit was originally issued in 1979, however an NOD was issued for a Daily Max exceedance of TRC in June 2023. The most recent inspection (June 2023) showed the facility to be in compliance. NCG59 GENERAL PERMIT ELIGIBILITY • Conventional treatment technology-eligible • They've passed>75%of TOX tests within the last 4 years—eligible • They've failed one out of the last four TOX tests—ineligible • No metal limits required—eligible • Conclusion: Ineligible for NCG59 General Permit. WHOLE EFFLUENT TOXICITY(WET)TESTING In accordance with current strategies designating this facility as a conventional water treatment plant to freshwater,WET testing is required in this permit as Quarterly, Chronic [TGP3B] Pass/Fail Limit with Ceriodaphnia dubia at an effluent concentration of 24%. This facility has passed every toxicity test except one(June 2023)in the last 4 years. Per updated guidance for conventional water treatment plants, the WET testing has been changed from monitoring only to a Pass/Fail limit. REASONABLE POTENTIAL ANALYSIS A reasonable potential analysis(RPA)was performed for a discharger going to a freshwater stream.A flow (Qw)of 0.4828 MGD was used based on the maximum,monthly average flow between Dec 2020 and Nov 2023. Hardness monitoring is not required for this facility as there are no hardness-dependent metals to evaluate. The default hardness value of 25 mg/L was left in the RPA for both upstream and effluent. Based on this analysis,the following permitting actions are proposed for this permit: • Fluoride—no reasonable potential to exceed water quality standards;maintaining monthly monitoring as permittee has indicated it has the potential to be discharged. COMMENTS RECEIVED Fact Sheet for Permit Renewal Apr 2024-NPDES Permit NCO045292-Page 2 • City of Graham (Tonya Mann,Utilities Director;via letter 3/5/2024): o We request the following correction under the"Chemical Usage consists of' section. The facility uses Ammonium Sulfate for the formation of chloramines. ■ DWR Response: We have updated the list of chemicals used in the final version of the permit. o We request that the Whole Effluent Toxicity testing remain as a monitor and report requirement as in the current permit. Our facility has been conducting the WET testing since 2011 on a quarterly basis per our NPDES Permit NC0045292. We have conducted 52 WET tests from 2011—2023,passing 51 of these tests with only one failure in 13 years. The failure of the WET test in June,2023 was due to failure of our dechlorination chemical (sodium bisulfate)feed system. The issue was immediately addressed,repaired and returned to normal operating conditions. Our facility was back in compliance with the next quarterly WET test. ■ DWR Response: It is the recommendation of the Aquatic Toxicity Branch to update all water treatment plant permits utilizing conventional treatment technology to Pass/Fail limits for Whole Effluent Toxicity(WET)testing, regardless of the facility's compliance history. Therefore,this change to WET testing is being kept in the final version for this permit renewal. While I work on finalizing the permit and my response to their request, I wanted to touch base with you and confirm that ATB's recommendation for Conventional WTPs is still to move them all from monitoring to limit during renewal, disregarding the compliance record?
