The Wilmington Regional Office received a plan revision for Stormwater Management
Permit Number SW8 990913. The revisions include the addition of a second boat ramp. All
other portions of the project (as described in the CAMA Major Modification) that are subject to
the State Stormwater Rules were previously permitted . It has been determined that a formal
permit modification is not required for the proposed changes. We are forwarding you an
approved copy of the revised plans for your files. Please add the new approved plan sheer to your
files.
Please be aware that all terms and conditions of the permit issued on April 23, 2001,
remain in full force and effect. Please also understand that the approval of this revision to the
approved plans for the subject State Stormwater Permit is done on a case-by-case basis. Any
other changes to this project must be approved by this office prior to construction. If it is
determined that the proposed revision will require a modification to the permit, you will be
notified.

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a
table listing each lot number, size and the allowable built-upon area for each lot must be provided as an
attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit
number as issued by the Division of Water Quality. These covenants may
not be clanged or deleted without the consent of the State.
2. No more than square feet of any lot shall be covered by structures or impervious materials.
Impervious materials include asphalt,gravel, concrete, brick, stone,slate or similar material but do not include wood
Decking or the water surface of swimming pools.

3. Swales shall not be filled in,piper!, or altered except as necessary to provide driveway crossings.
4. Built-upon area in excess area of the permitted amount requires a suite stormwater management permit modification prior to
construction.
5. All permitted runofffrorn outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the
integrity and performance of the system as permitted.
By your signature below, you certify that the recorded deed restrictions and protective covenants for this project
shall include all the applicable items required above, that the required covenants will be binding on all parties and
persons claiming under them, that they will run the land, that the required covenants cannot be changed or

A low density project is one that meets the appropriate criteria for built upon area and transports stormwater
runoff primarily through vegetated conveyances. Low density projects should not have a discrete stormwater
collection system as defined by 15A NCAC 2H .1002(18). Low density requirements and density factors can
be found in 15A NCAC 2H .1005 through .1007.

IV. CURB OUTLET SYSTEM MAINTENANCE REQUIREMENTS
1. Mowing will be accomplished as needed according to the season. Grass height will not exceed six inches
at any time.
2. Swales will be inspected monthly or after every runoff producing rainfall event for sediment build-up,
erosion, and trash accumulation.
3. Accumulated sediment and trash will be removed as necessary. Swales will be reseeded or sodded
following sediment removal.
4. Eroded areas of the swales will be repaired and reseeded. Swales will be revegetated as needed and in a
timely manner based on the monthly inspections.
5. Catch basins, curb cuts, velocity reduction devices, and piping will be inspected monthly or after every
significant runoff producing rainfall event. Trash and debris will be cleared away from grates, curb cuts,
velocity reduction devices, and piping.
6. Swales will not be altered, piped, or filled in without approval from NCDENR Division of Water Quality.

The Wilmington Regional Office received a Stormwater Management Permit Application
for Seascape a: Holden Plantation- Phase I&11 Modification on October 15, 2002 . A
preliminary review of that information has determined that the application is not complete. The
follo«ine infom�ation is needed to continue the stonnwater review:
1. Please provide Supplement forms with original signatures. For SW8 010206,Perr
Davis has signed Supplement
on the supplement forms. Please provide Petry Davis
with a letter of authorization if you would like him to sign for you.
2. Please Verify that the plans sent into the Division of Coastal Management and the
plans submitted to the Division of Water Quality for modification have the same
lot layout and lot numbering.
Please note that this request for additional information is in response to a preliminary
review. The requested information should be received by this Office prior to February 14,2003,
or the application will be returned as incomplete.The return of a project will necessitate I
resubmittal of all required items, including the application fee.
If you need additional time to submit the information,please mail or fax your request for
a time extension to the Division at the address and fax number at the bottom of this letter. The
request must indicate the date by which you expect to submit the required information. The
Division is allowed 90 days from the receipt of a completed applicatinon to issue the permit.
The construction of any impervious surfaces,other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of\CGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.

DESIGN NARRATIVE
L GENERAL:
The project site is located off of(SRI 119) Stone Chimney road approximately '/a of a mile south
of the Stone Chimney road and Sabbath Home road intersection within Brunswick County, North
Carolina. This phase of the project site is approximately 272.8 acres. Drainage considerations are
to be in accordance with DWQ stormwater requirements. Stormwater Permit #SW8 010206 was
issued for this project on 13 August 2001.
The intent of this project is to develop streets, drainage improvements, single family residential
lots, and amenities. This development will support 263 single-family homesites in Phase 2 of
construction. The impervious coverage has been kept to a minimum to promote infiltration as
much as possible. These homesites will average 1/2 of an acre in area and limited to no more
than 6,000 sq. ft. of built upon area per lot. Upon design completion, a layout for the clubhouse
area, with drainage improvements, will be submitted to your office.
2. EXISTING SITE:
Site topography in the area is relatively flat with slopes typically less than (2) percent. There are
low areas throughout the site that drain to wetlands, which will provide positive drainage for the
area to the Spring Creek and to the Atlantic Intracoastal Waterway. Vegetation consists primarily
of grasses and minor ground cover within the area of the improvements. Subsurface soils are
typically a mixture of sands, silty sands and organics.
3. PROPOSED IMPROVEMENTS:
Improvements proposed include drainage devices, streets, and utilities. Drainage for the most
part will sheet flow from the lots into the streets which will have curb and gutter to direct
drainage to low points in the roads. Drainage at the low points in the streets will flow into curb
inlets or curb cuts which then outlet into vegetative swales that will be constructed with 5:1 side-
slopes and a minimum length of 100 feet. In some instances in this project, once the storm water
flows through the vegetative swales at the minimum design criteria, it will drop into an inlet box
and be directed via subsurface piping to an outlet source. This outlet source will be a drainage
ditch with a minimum length of 100 feet. Piping is used sparingly for road culvert crossings and
where necessitated due to adverse topographical limitations. Piping will be perforated and
installed at relatively flat slopes to promote•infiltration when possible. The soils are very sandy
and ideal for infiltration.

Mod. was issued for this project on 23 April 2001.
The intent of this project is to develop streets, drainage improvements, development office with
parking, single family residential lots, and a marina with amenities. This development will
support 273 single-family homesites in this first phase of construction. The impervious coverage
has been kept to a minimum to promote infiltration as much as possible. These home sites will
average 1/2 of an acre in area and limited to no more than 6,000 sq. ft. of built upon area per lot.

streets will flow into trench drains, curb inlets, or curb cuts which then outlet into vegetative
swales that will be constructed with 5:1 side-slopes and a minimum length of 100 feet. In some
instances in this project, once the stomp water flows through the vegetative swales at the
minimum design criteria, it will drop into an inlet box and be directed via subsurface piping to an
outlet source. This outlet source will be either a drainage ditch or the proposed marina basin. In
the case of a pipe directed into the marina basin, the pipe will be set to an elevation so that the
pipe will be below the marina basin water surface. The storm water that enters the proposed
subsurface pipe will be treated prior to entering this conveyance pipe. The pipe lengths have been
kept to a minimum and are needed only to convey treated storm water due to the topography
limitations. Piping will be perforated and installed at relatively flat slopes to promote infiltration
when possible. The soils are very sandy and ideal for infiltration.

This letter is to inform you that a permit is not required for the pumping of water from the future marina
basin at Seascape in Brunswick County. This activity is deemed to be permitted pursuant to G.S. 143-215.1(c)
provided that no water quality standards are contravened. This activity is referred to in Administrative Code 15A
NCAC 21-1.0100 .0106(0(7) as the discharge of groundwaters generated by well construction or other activities.
Please note, as we discussed, that BMPs are still required. Pumping the water to a vegetated area where it
can sheet flow through filtration prior to entering waters is acceptable. Please monitor the activity to make sure that
the discharge does not cause any erosion. The activity is not exempt from turbidity violations if the turbidity
standard of 25 NTU is exceeded.
