Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 211.1000. We are forwarding Permit No. SW8 960103 dated March 7, 1996, to the Atlantic Division Naval Facilities Engineering Command. This permit shall be effective from the date of issuance until March 7, 2006, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an ajudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands are made this permit shall be final and binding. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described on page 3 of this permit, the Project Data Sheet. 3. The project will be limited to the amount of built-upon area indicated in the supporting calculations and per approved plans. 5. The following items will require a modification to the permit: a. Any revision to the approved plans, regardless of size. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built-upon area. e. Further subdivision of the project area. f. Alteration of the drainage, or filling in or piping any vegetated conveyance. In addition, the Director may determine that other revisions to the project should require a modification to the permit. 6. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. IL SCHEDULE OF COMPLIANCE 1. The permittee will comply with the following schedule for construction and maintenance of the stormwater management system: a. The stormwater management system shall be constructed in it's entirety, vegetated and operational for it's intended use prior to the construction of any built-upon surfaces except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 2. The facilities must be properly maintained and operated at all times. The approved Operation and. Maintenance Plan must be followed in it's entirety and maintenance must occur at the scheduled intervals. Activities must include, but are not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of side slopes. d. Immediate repair of eroded areas. e. Maintenance of side slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. g. Access to the outlet structure must be available at all times. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DEM. The records will indicate the date, activity, name of person performing the work and what actions were taken. 4 State Stormwater Management Systems Permit No. SW8 960103 5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Mail the Certification to the Wilmington Regional Office, 127 Cardinal Drive Extension, Wilmington, North Carolina, 28405, attention Water Quality Section. 7. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. M. GENERAL CONDITIONS 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Environmental Management accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Environmental Management, in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. Permit issued this the 7th day of March, 1996. After construction is complete, the temporary erosion control measures will be removed by the Contractor and the permanent stormwater management pond will become the responsibility of the Facilities Maintenance Officer, MCB Camp Lejeune, I INSPECT AFTER EVERY RUNOFF PRODUCING RAINFALL EVENT: 1. The North Carolina Professional Engineer seal is not required as agreed to during a telephone conversation on 9 February 1996, between your Mr. Dave Adkins and our Mr. Paul Kidd. This limitation is stated in The North Carolina Engineering and Land Surveying Act, G.S. 89C-25. A copy is included in the submittal. 2. As discussed with Mr. Adkins, the permit application is now signed by direction of the Commander. Lieutenant Colonel Kenter's name is printed under his signature on the Operation and Maintenance plan as requested. 3. A forebay has been added at the inlet and a 6:1 vegetative shelf has been added to the pond perimeter. These items are shown on plan sheets C-4 and C-5. 4. The DA used in the formula was the drainage area. The calculations do not need changes. 5. The permanent pool and design storage pool contours are shown on sheet C-4. 6. Provide hay or straw mulch. 2.6 EROSION CONTROL MATTING Jute, excelsior, or'paper=matting-"that=has-not been bleached-oir'dyedrr..-. Provide matting in minimum 4 feet widths. Staples for anchoring the matting shall be minimum 11 gage wire, formed into a "U" shape with a minimum throat width of 1 inch and minimum length of 6 inches after forming. 2 .6.1 Jute Matting A uniform open plain weave of single jute yarn providing an average weight of 0.9 pounds per square yard of matting. Yarn shall be of a loosely twisted construction and shall not vary in thickness by more than one-half its normal diameter. Matting shall have openings between strands length- wise of 0.45 to 0. 75 inch, and between strands crosswise of 0.67 to 1.13 inch. 2 .6.2 Excelsior Matting A machine produced mat of wood excelsior with a minimum of 80 percent of wood fibers 6 inches in length or longer. The matting shall have an aver- age weight of 0.75 to 0.85 pounds per square yard with an even fiber dis- tribution producing a consistent mat thickness, and shall have on one side a woven fabric. The woven fabric shall be twisted paper cord, cotton cord, or an extruded plastic mesh with a minimum mesh size of 1 inch by 1 inch and a maximum mesh size of 1-1/2 inch by 3 inch. 2.6 .3 Paper Matting Shall be a knitted polypropylene yarn with uniform openings with biodegrad- able paper strips continuously interwoven. The matting shall weigh a mini- mum of 0. 09 pounds per square yard with maximum openings of 3/4 inch and minimum openings of 1/2 inch. The straw shall be evenly distributed throughout the mat to provide a minimum average dry weight of . 70 pounds per square yard. The topside of the mat shall be covered with a 3/8 inch biodegradable plastic mesh, with the mesh attached to the straw by a knitting process using biodegradable thread. PART 3 - EXECUTION 3.1 CONSTRUCTION SEQUENCE SCHEDULE Stabilize areas for construction access immediately with gravel. Install principal sediment basins and traps before any major site grading takes place. Provide additional sediment traps, and silt fences as grading progresses. Provide drop inlet protection around existing drainage structures, and inlet and outlet protection at the ends of new drainage systems. Stabilize graded and disturbed areas immediately after grading. Permanent stabilization..shall-. be-provided immediately on areas that have been final graded. Temporary seeding=and mulching shall be provided on- disturbed areas as specified in the paragraph titled "Temporary Seeding. " Installation of temporary erosion control features shall be coordinated with the construction of permanent erosion control features to assure effective and continuous control of erosion and pollution. Remove temporary erosion control measures at the end of construction and provide permanent seeding. 3.2 SILT FENCES Install posts a maximum of 6 feet on center, and at an angle between 2 degrees and 20 degrees towards the potential silt load area. Silt fence height shall be 15 to 18 inches. Do not attach filter fabric to existing tree. Secure filter fabric to the post and wire fabric using staples, tie wire, or hog rings. Imbed the filter fabric into the ground. Splice filter fabric at support pole using a 6 inch overlap and securely seal. Top of the filter fabric shall have a 1 inch tuck or a reinforced top end section. 3.3 DROP INLET PROTECTION Provide stakes evenly spaced around the perimeter of the drop inlet, a maximum of 3 feet apart. Stakes shall be driven immediately adjacent to the drainage structure, a minimum of 18 inches into the ground. The fabric shall be securely fastened to the outside of the stakes, with the bottom of the fabric placed into a trench and backfilled. 3.4 CURB INLET PROTECTION Provide wire mesh over the curb inlet opening so at least 12 inches of wire mesh extends across the inlet cover and at least 12 inches of wire mesh extends across the gutter from the inlet opening, as indicated. The aggregate shall be placed in a manner that will prevent damage and movement of the fabric. Place fabric in one piece, where possible. Overlap fabric joints a minimum of 12 inches. 3 .6 DUST SUPPRESSORS - Immediately dampen the surface before calcium chloride application. Apply dust suppressors on unsurfaced base, subbase and other unsurfaced travel ways. Apply calcium chloride at the rate of 1. 0 to 1.25 pounds per square yard of surface for pellets for the initial application. Staple matting ends, junctions, and check slots at 10 inches on center. Staple matting outer edges and overlaps and the center of each matting strip at 3 feet on center. Install excelsior matting with the woven fabric on top. 3.9 MAINTENANCE AND INSPECTION Inspect erosion control devices after each rainfall and daily during pro- longed rainfall. Remove sediment deposits after each rainfall or when sediment reaches approximately one-half the barrier height. Immediately repair damaged erosion control devices and damaged areas around and underneath the devices. Maintain erosion control devices to assure continued performance of their intended function. Modify the erosion control plan as required to control problem areas noticed after each inspection. Remove debris and stones larger than one inch in any dimension remaining on surface after tillage. 3 .1.3 Topsoiling Immediately prior to placing topsoil, scarify subgrade to a 2-inch depth for bonding of topsoil' with subsoil-. -- spread topsoil evenly to a-minimum depth of 4 inches. Do not spread topsoil when frozen or excessively wet or dry. Correct irregularities in finished surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic. 3.1.4 Fertilizer and Lime Base bids on providing the following quantities of lime. When hydraulically sprayed on the ground, material shall form a blotterlike cover impregnated uniformily with grass seed. Immediately following the application of the slurry mix, make separate application of wood cellulose mulch at the rate of 800 pounds, dry weight, per acre. Cover shall allow rainfall or applied water to percolate to underlying soil. 3 .2 .3 Mulch Spread evenly at the rate of 2000 pounds tons per acre. Anchor by crimping mulch with serrated disc. 3.2.4 Rolling Immediately after seeding, firm entire area except for slopes in excess of 3 to 1 with a roller not exceeding 90 pounds for each foot of roller width. If seeding is performed with cultipacker-type seeder, rolling may be eliminated. 3.3 SODDING 3.3.1 Placing Place sod a maximum of 36 hours after initial harvesting, in accordance with ASPA GSS as modified herein. Thoroughly moisten areas to be sodded immediately prior to placing sod. 3 .3 .2 Sodding Slopes and Ditches For slopes 2:1 and greater, lay sod with long edge parallel to slope. For V-ditches and flat bottomed ditches, lay sod with long edge parallel to flow of water. Anchor each piece of sod with wood pegs or wire staples maximum 2 feet on center. On slope areas, start sodding at bottom of the slope. 3.3 .3 Finishing After completing sodding, blend edges of sodded area smoothly into surrounding area. 3 .3.4 Watering Start watering immediately after completing each day's sodding. Wet sediment is harder and more costly to remove. Again, easy access is critical to proper maintenance. Poor maintenance can cause the pond to fail, and create nuisance odors, insects, algae blooms and unsightly areas. The NC Division of Environmental Management requires the use of wet ponds to treat stormwater runoff in high density developments within the watersheds of some sensitive water bodies (high quality/outstand- ing resource waters, etc.). DEM should be consulted on specific design and operation and maintenance requirements. Many local governments also require wet ponds within water supply watersheds and should be contacted for further information. Guilford County, North Carolina has extensive experience with wet retention ponds, with over 135 installed since 1984. Provide hay or straw mulch. 2 .6 EROSION CONTROL MATTING Jute, excelsior, or paper matting that has not been bleached or dyed. Provide matting in minimum 4 feet widths. Staples for anchoring the matting shall be minimum 11 gage wire, formed into a "U" shape with a minimum throat width of 1 inch and minimum length of 6 inches after forming. 2 .6.1 Jute Matting A uniform open plain weave of single jute yarn providing an average weight of 0.9 pounds per square yard of matting. Yarn shall be of a loosely twisted construction and shall not vary in thickness by more than one-half its normal diameter. Matting shall have openings between strands length- wise of 0.45 to 0.75 inch, and between strands crosswise of 0.67 to 1.13 inch. 2.6 .2 Excelsior Matting A machine produced mat of wood excelsior with a minimum of 80 percent of wood fibers 6 inches in length or longer. The matting shall have an aver- age weight of 0.75 to 0.85 pounds per square yard with an even fiber dis- tribution producing a consistent mat thickness, and shall have on one side a woven fabric. The woven fabric shall be twisted paper cord, cotton cord, or an extruded plastic mesh with a minimum mesh size of 1 inch by 1 inch and a maximum mesh size of 1-1/2 inch by 3 inch. 2 .6 .3 Paper Matting Shall be a knitted polypropylene yarn with uniform openings with biodegrad- able paper strips continuously interwoven. The matting shall weigh a mini- mum of 0. 09 pounds per square yard with maximum openings of 3/4 inch and minimum openings of 1/2 inch. The straw shall be evenly distributed throughout the mat to provide a minimum average dry weight of .70 pounds per square yard. The topside of the mat shall be covered with a 3/8 inch biodegradable plastic mesh, with the mesh attached to the straw by a knitting process using biodegradable thread. PART 3 - EXECUTION 3.1 CONSTRUCTION SEQUENCE SCHEDULE Stabilize areas for construction access immediately with gravel. Install principal sediment basins and traps before any major site grading takes place. Provide additional sediment traps, and silt fences as grading progresses. Provide drop inlet protection around existing drainage structures, and inlet and outlet protection at the ends of new drainage systems. Stabilize graded and disturbed areas immediately after grading. Permanent stabilization shall be provided immediately on areas that have been final graded. Temporary seeding and mulching shall be provided on disturbed areas as specified in the paragraph titled "Temporary Seeding. " Installation of temporary erosion control features shall be coordinated - with the construction of permanent erosion control features to assure effective and continuous control of erosion and pollution. Remove temporary erosion control measures at the end of construction and provide permanent seeding. 3.2 SILT FENCES Install posts a maximum of 6 feet on center, and at an angle between 2 degrees and 20 degrees towards the potential silt load area. Silt fence height shall be 15 to 18 inches. Do not attach filter fabric to existing tree. Secure filter fabric to the post and wire fabric using staples, tie wire, or hog rings. Imbed the filter fabric into the ground. Splice filter fabric at support pole using a 6 inch overlap and securely seal. Top of the filter fabric shall have a 1 inch tuck or a reinforced top end section. 3 .3 DROP INLET PROTECTION Provide stakes evenly spaced around the perimeter of the drop inlet, a maximum of 3 feet apart. Stakes shall be driven immediately adjacent to the drainage structure, a minimum of 18 inches into the ground. The fabric shall be securely fastened to the outside of the stakes, with the bottom of the fabric placed into a trench and backfilled. 3.4 CURB INLET PROTECTION Provide wire mesh over the curb inlet opening so at least 12 inches of wire mesh extends across the inlet cover and at least 12 inches of wire mesh extends across the gutter from the inlet opening, as indicated. Place stone on wire mesh against curb inlet. SECTION 01561 PAGE 4 YOUTH CENTER, TARAWA TERRACE (PREFINAL/KPL) 55944026 3 .5 CONSTRUCTION ENTRANCE Provide a minimum 50 feet long, 20 feet wide entrance, a minimum of 6 inches thick, at points of vehicular ingress and egress on the construction site. Construction entrances shall be cleared and grubbed, and then excavated a minimum of 3 inches prior to placement of the filter fabric and aggregate. The aggregate shall be placed in a manner that will prevent damage and movement of the fabric. Place fabric in one piece, where possible. Overlap fabric joints a minimum of 12 inches. 3 .6 DUST SUPPRESSORS Immediately dampen the surface before calcium chloride application. Apply dust suppressors on unsurfaced base, subbase and other unsurfaced travel ways. Apply calcium chloride at the rate of 1.0 to 1.25 pounds per square yard of surface for pellets for the initial application. For subsequent applications of calcium chloride, application rates may be approximately 75 percent of initial application rates. Do not apply when raining or the moisture conditions exceed that required for proper application. Apply other dust suppressors in accordance with manufacturers instructions. Protect treated surfaces from traffic for a minimum of 2 hours after treatment. Repeat application of dust suppressors as required to control dust emissions. 3 .7 TEMPORARY SEEDING 3.7.1 Time Restrictions Within 48 hours after attaining the grading increment specified herein, provide seed, fertilizer, mulch and water on graded areas when any of the following conditions occur: a. Grading operations stop for an anticipated duration of 30 days or more. b. Provide on the slopes of cuts and fill slopes for every 5 foot increment of vertical height of the cut or fill. C. When it is impossible or impractical to bring an area to finish grade so that permanent seeding operations can be performed without serious disturbance from additional grading. d. Grading operations for a specific area are completed and the seeding seasons specified for permanent seeding in Section 02930, "Turf" is more than 30 days away. e. When an immediate cover is required to minimize erosion, or when erosion has occurred. f. Provide on erosion control devices constructed using soil materials. Provide hay or straw mulch in an air dried condition, and secure mulch in place. 3 .7.2.2 Permanent Seeding Temporary seeding shall be removed, and permanent seeding shall be provided during the specified planting season as specified in Section 02930, "Turf" . 3.8 EROSION CONTROL MATTING Place matting in the direction of the flow of water. The up channel mat- ting end shall be toed in a narrow trench a minimum of 5 inches deep. Where one roll of matting ends and a second roll begins, the end of the upper roll shall be brought over the buried end of the second roll, to provide a 6 inch overlap. Where matting widths are laid side by side, the overlap between matting shall be 4 inches. Provide check slots every 50 feet longitudinally in the matting. Construct check slots by providing a narrow trench 5 inches deep and folding the matting down in to the trench, across the bottom of the trench, and then back up the trench to the existing ground Sackfill and compact the trench using the excavated material from the trench. Staple matting ends, junctions, and check slots at 10 inches on center. Staple matting outer edges and overlaps and the center of each matting strip at 3 feet on center. Install excelsior matting with the woven fabric on top. 3.9 MAINTENANCE AND INSPECTION Inspect erosion control devices after each rainfall and daily during pro- longed rainfall. Remove sediment deposits after each rainfall or when sediment reaches approximately one-half the barrier height. Immediately repair damaged erosion control devices and damaged areas around and underneath the devices. Maintain erosion control devices to assure continued performance of their intended function. Modify the erosion control plan as required to control problem areas noticed after each inspection. Modifications shall be approved by the Contracting Officer. 3.10 CLEAN UP At the completion of the job, or when directed or approved by the contract- ing Officer, temporary erosion control devices shall be removed. Erosion control devices and areas immediately adjacent to the device shall be filled (where applicable) , shaped to drain and to blend into the surrounding contours, and provided with permanent seeding. SECTION 02930 PAGE 5 YOUTH CENTER, TARAWA TERRACE (PREFINAL/KPL) 55944026 PART 3 EXECUTION 3.1 PREPARATION 3 .1.1 Location Provide sod around the Youth Center, as indicated; and provide grass seed or sod at all other areas. 3 .1.2 Subgrade After areas required to be turfed have been brought to the required subgrade, thoroughly till to minimum depth of 6 inches by scarifying, disking, harrowing, or other approved methods. Remove debris and stones larger than one inch in any dimension remaining on surface after tillage. 3.1.3 Topsoiling Immediately prior to placing topsoil, scarify subgrade to a 2-inch depth for bonding of topsoil with subsoil. Spread topsoil evenly to a minimum depth of 4 inches. Do not spread topsoil when frozen or excessively wet or dry. Correct irregularities in finished surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic. 3 .1.4 Fertilizer and Lime Base bids on providing the following quantities of lime. Prior to seeding, the topsoil shall be tested for the requirements specified in the paragraph Topsoil Composition, and the final quantities of lime provided shall be based on the results of the topsoil testing. Apply lime at the rate of 23 pounds per 1000 square feet. 3 .1.4.1 Hydroseeding Apply liquid fertilizer in amounts sufficient to promote the specified stand of turf. Apply lime manually during subgrade preparation. 3.2 SEEDING Seed by hydroseeding. 3.2.1 Seeding Seasons, Conditions, and Method Immediately before seeding, restore soil to the proper grade. Do not seed when ground is muddy , frozen, snow covered, or in an unsatisfactory condition for seeding. If special conditions exist that may warrant a variance in the above seeding dates or conditions, submit a written request to the Contracting Officer stating the special conditions and proposed variance. Apply seed within 24 hours after seedbed preparation. Sow seed with approved sowing equipment. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing. Add wood cellulose fiber after after seed, water and fertilizer have been thoroughly mixed and apply at the rate of 200 pounds per acre dry weight. When hydraulically sprayed on the ground, material shall form a blotterlike cover impregnated uniformily with grass seed. Immediately following the application of the slurry mix, make separate application of wood cellulose mulch at the rate of 800 pounds, dry weight, per acre. Cover shall allow rainfall or applied water to percolate to underlying soil. 3.2 .3 Mulch Spread evenly at the rate of 2000 pounds tons per acre. Anchor by crimping mulch with serrated disc. 3 .2.4 Rolling Immediately after seeding, firm entire area except for slopes in excess of 3 to 1 with a roller not exceeding 90 pounds for each foot of roller width. If seeding is performed with cultipacker-type seeder, rolling may be eliminated. 3.3 SODDING 3.3 .1 Placing Place sod a maximum of 36 hours after initial harvesting, in accordance with ASPA GSS as modified herein. Thoroughly moisten areas to be sodded immediately prior to placing sod. 3 .3.2 Sodding Slopes and Ditches For slopes 2 :1 and greater, lay sod with long edge parallel to slope. For V-ditches and flat bottomed ditches, lay sod with long edge parallel to flow of water. Anchor each piece of sod with wood pegs or wire staples maximum 2 feet on center. On slope areas, start sodding at bottom of the slope. 3.3.3 Finishing After completing sodding, blend edges of sodded area smoothly into surrounding area. 3 .3 .4 Watering Start watering immediately after completing each day's sodding. Apply water at a rate sufficient to ensure thorough wetting of soil to minimum depth of 4 inches. Clean other paving when work in adjacent areas is complete. 3.6 TURF ESTABLISHMENT PERIOD 3.6 .1 Period Parameters Turf establishment period will be in effect until turf has been mowed three times. 3.6 .2 Maintenance During Turf Establishment Period 3 .6 .2.1 Mowing Mow turfed area to an average height of 1-1/2 inches when average height of grass becomes 3 inches for season 1 planting and to an average height of 2-1/2 inches whenever the average height of grass reaches 4 inches for season 2 and season 3 planting. 3.6.2 .2 Promotion of Turf Growth Mow, remove excess clippings, eradicate weeds, water, fertilize, overseed, and perform other operations necessary to promote turf growth. 3.7 FIELD QUALITY CONTROL 3 .7.1 Final Inspection and Acceptance Final inspection will be made upon written request from the Contractor at least 10 days prior to the last day of the turf establishment period. The project includes a parking lot and supporting utilities. The total pond drainage area is approximately 3.7 acres, which includes 2.0 acres of development (disturbed) area and 1.7 acres of adjacent off site area. The proposed building site is located on the south east side of the intersection of Inchon Street and Iwo Jima Boulevard, adjacent to the pool site. SITE DESCRIPTION The existing site slopes at about 5% from both the east and west to the middle of the site. The overland flow is currently collected into a 36" diameter reinforced concrete storm pipe through four catch basins. The site was caving in around the catch basins at the time of the survey (April 1994). These areas have now been filled in and seeded. The storm water flows south approximately 400' from the last inlet on site out of a headwall and into an existing ditch. The ditch outflows approximately 700' south into Northeast Creek. The existing site has six monitoring wells. Two wells will be closed and relocated on another part of the site. The nearest known water well is approximately 145' north of the site. SOILS The soils existing on the site are generally described as follows- 6 inches of dark brown sandy Silt with roots (topsoil) overly a firm to very stiff gray mottled orange Clay. The Clay varies from being of low to high plasticity (CL to CH) and extends to depths of between 3 and 6 feet below the ground surface, except in the area of boring B-3 where a clayey Sand (SC) exists to a depth of 4 feet in lieu of the Clay. On the northern half of the site the Clay either extends to approximately 6 feet depth or overlies a clayey Sand (SC) which extends to approximately 6 feet depth, and on the southern half of the site the Clay or a clayey Sand (SC) extends to approximately 4 feet depth. Underlying these strata is a silty fine Sand (SM or SP- SM). The silt content of the silty Sand decreases with increasing depth, with a maximum of 10% by weight silt being a component of the Sand (SP) at depths greater than 13 feet depth. This stratum extends to 40 feet depth (depth of boring termination). Groundwater is expected to be encountered in excavations at a depth of approximately 6 feet below the surface. The erosion hazard of the surface soils on the site is considered moderate. Due to the relatively high clay content of the uppermost 4 feet of surface soils across the site, the infiltration/permeability capability of these soils is low. These clayey soils are described as being moist in their undisturbed state, and are expected to result in trapped water existing on the ground surface in depressed areas of the site for extended periods of time following rainfall. The underlying sands have moderate infiltration/permeability capability. Permeability of the sands at depths greater than 5 feet below the existing ground surface in the vicinity of the proposed detention pond is expected to be moderately rapid. PLANNED EROSION AND SEDIMENT CONTROL PRACTICES 1. Temporary Gravel Construction Entrance: A temporary gravel construction entrance will be provided off of Iwo Jima Boulevard at the entrance to the proposed parking lot. 2. Inlet Protection: All proposed and existing inlet structures within the construction limits will be protected using the Fabric Drop Inlet Protection or Block and Gravel Inlet Protection. 3. Temporary Sediment Fence: A temporary sediment fence will be provided on the west side of the proposed parking lot and building to keep debris and soil from flowing into the road. 4. Temporary Sediment Containment: The stormwater management pond may be used for temporary sediment containment during construction.. The pond will be cleaned of all eroded materials, trash, and sediment at completion of project. 5. Headwall Outfall: The detention pond will discharge directly into the existing 36" diameter reinforced concrete storm pipe. The pond is designed to remove 90% of the total suspended solids of the first 1" of runoff. The HYDRO program was used to complete the hydrologic analysis. HYDRO was used to create an IDF (intensity duration frequency) curve from the latitude and longitude of Jacksonville, NC. This curve was compared to the curve for Hatteras and found to be more conservative. The HYDRA program was used to design and analyze the storm sewer system. The rational method was used for this storm sewer system. Results show that the pipes will carry the flow at permissible velocities, with adequate cover, and the top of grates are above the hydraulic gradeline elevations. The pond is designed for the construction site area as well as adjacent areas that drain toward the site. The pond drains into the existing storm sewer system which outfalls approximately 400' from the last inlet on the site into a naturally vegetated ditch. The existing outfall consists of a headwall and stone outlet protection. The ditch outfalls approximately 700' south into Northwest Creek.
