As riparian property owners, our objection is to the 13 sites on 1. 3 acres of land so close to our property line, the multiple septic systems, the boat ramp, and the bulkhead along the beautiful water line. We understand that only a portion of the proposed development falls within your charter; however, we feel the cumulative effects of the entire development will have an adverse impact on our community, the coastal environment as a whole, and must be considered. We feel the proposed development will violate the Coastal Resources Commission's standards for development in areas of environmental concern: -The proposed development will threaten the quality or quantity of public and private water supplies. In our opinion: --the proposed development will add septic tank lechate, spillage and stormwater runoff to our coastal water. Dick's Creek and Shallow Bay have crossed the threshold at which they can assimilate any additional pollution from septic tanks or stormwater runoff. --the proposed development will increase the number of boats and overwhelm the carrying capacity of Dick's Creek and Shallow Bay. Oil and gas pollution are two of the negative results. --the water quality standards for fecal coliform will be violated. -The proposed development will damage wildlife and fisheries. --Dick's Creek is a primary nursery area designated "SA" for shellfish. --Shallow Bay and Dick's Creek are currently closed to shellfish harvest because of pollution. --In our opinion, the proposed development will cause the permanent demise of the creek and bay and they will never recover. Moreover, all the wildlife that habitat in and around these waters will vanish. -The proposed development will damage or threaten the public health, safety, and general welfare. --At low tide, Shallow Bay is a mud flat with very little water in a channel that has numerous piers. Large boats have a problem coming in and out of Shallow Bay. In our opinion, the proposed development will bring more boats hazardous to the leisure boater; numerous speeding boats would be a hazard to all; nighttime boating would become dangerous. In our opinion, the proposed development: --will bring more boats to stir up sediment which contains fecal coliform bacteria. --could bring an excess of parked trailers and tow vehicles which could become a public nuisance. --may bring transient people that threaten our safety. --may bring additional boaters with little or no knowledge of the hazards to navigation in these narrow shallow waters. -The proposed development will diminish the value and enjoyment of our waterfront property. Besides our own waterfront property, it is our opinion, that the proposed development will diminish the value and enjoyment of all the property owners on Peninsula Manor Road, Leslie Drive, Leslie court, and Oyster Lane in Hubert, North Carolina. Since buying our home in 1990, we have observed commercial fishermen launch and recover their boats at existing piers at the proposed development site. These commercial fishermen drive their boats quite fast seemingly without regard to other docked boats and property. Discussions about this problem with the proposed development property owner were fruitless. Our concern is that this proposed development is a commercial fishing project, not a private RV Park. In our opinion: --, an RV Park located next to our property will have a significantly negative impact on our property value, that of the other riparian property owner, on the property across the creek, and on all the waterfront property in the immediate area. -- this proposed development will bring more commercial fishermen with the same disregard for the waterfront property of others. -- this proposed development will bring transient people to our community. -- this proposed development will increase the noise pollution in a very quiet, beautiful waterfront community. -- this development will increase the vehicular traffic on Peninsula Manor Road and overflow on to Leslie Drive. --Our community is mainly older, retired people. This proposed development will be devastating to many of them. --We have observed that marsh grass has already been excavated and our concern is that marsh grass areas will be filled when constructing the bulkhead and boat ramp. --Fill material is already poised to be pushed over another existing wetlands area on this property. We have tried to provide you with our major concerns with this proposed development and pray that you do not grant a permit. Thank you for your time and consideration.
