On August 17, 2010, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 931222MOD. The revisions include changing means of
conveyance from a piped roof drain system to a concrete flume and rip rap armored swale
conveyance system for stormwater basin #1. It has been determined that a formal permit
modification is not required for the proposed changes. We are forwarding you an approved copy of
the revised plans for your files. Please replace the old approved plan sheets, CO3 and C14 with the
new ones.
Please be aware that all terms and conditions of the permit issued on December 5, 2008, remain
in full force and effect. Please also understand that the approval of this revision to the approved
plans for the subject State Stormwater Permit is done on a case-by-case basis. Any other
changes to this project must be submitted to and approved through the Division of Water Quality
prior to construction. The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes, rules, regulations or ordinances which may have
jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction.

Dear Ms. Russell
The following is the narrative for the original meeting request for the expansion of Sam's Club Store No. 6573-04.
This is a request fora scoping meeting for the expansion of Sam's Club Store No. 6573-04 located at 1170 Western
Blvd, in Jacksonville, NC in Onslow County. The site is a combination of three tracts for a total of 16.57 acres(PIN
Numbers: 345-10.3, 345-10.6, 345-10.9). The current owners of these sites are Sams Real Estate Business Trust,
Man H Chow and Tony Chow, respectively.
The site consists of on existing 111,849 square foot Sam's Club Store. The store will be expanded approximately
27,776, to 139,625 total square footage. The proposed improvements will disturb approximately 16.0 acres. There
are no wetlands located on the site. Water and Waste Water services will be supplied by the existing infrastructure
that supports the existing Sam's Club Store. Additionally, there are no historic sites and/or projects being funded
with public monies.
The stormwater system for this project will be designed for high density commercial and will be designed to NPOES
Phase 11 regulation. The proposed impervious area on site is approximately 70%. There will be three wet detention
basins onsite to treat all stormwater runoff generated by the site, including all built upon area. The first wet
detention basin is Wet Detention Basin#1, is the modification of the existing large basin onsite to be brought to
Phase II standards. The second wet detention basin, Wet Detention Basin#2, is a newly designed basin on the Man H
Chow acquired property. The final basin, Wet Detention Basin#3, is an existing offsite basin that the stormwater
flow to this basin will be a decrease from existing conditions.
All wet detention basins will receive stormwater through the underground storm drainage system. There is no
anticipated off-site runoff into the on-site wet detention basins. Additionally there will be no off-site road
construction across other properties necessary, and the North Carolina DOT is not requesting any additional off-site
roadway improvements.
Stormwater from the site will flow into the White Oak River Basin. Stormwater from Wet Detention Basins#1 & #3
will flow into the City of Jacksonville stormwater facilities and ultimately into Sandy Run Branch. Sandy Run Branch
has a water qualification of SQNSW. Storm water from the new pond#2 flows into a series of unnamed tributaries
and ultimately Northeast Creek. Northeast Creek also has a classification of SC,NSW.
The plan modification includes the addition of swales to divert roof drainage flow to the forebays by use of swales for
Pond#1. There became a concern that the overland flow may cause erosion during construction. I have spoke with
Chris Baker regarding this change and he informed me that this would simply need 2 copies of the plans that changed
along with the review fee of$500.
Additionally, please find attached the NCDENR Express Plan Revision Application.We would like to begin Express
Permitting as soon as we can. Additionally,we would like to request to not have to visit the Wilmington location for a
scoping meeting.
